Don’t befool Kashmiri people: PDP

People Democratic Party (PDP) Senior leader Prof. Shohab Inayat Malik today came down heavily on National Conference for raising Autonomy issue at Kashmir which has according to him been thrown into dust bin by the than NDA Govt. 
In a press statement Prof. Shohab said that by raising the issue the NC is exploiting the sentiments of innocent Kashmiri’s once again for their petty interest but people of Kashmir had now realized that they are being befooled by NC leaders.
Prof. Shohab said that NC had formed the Govt by congress support. “Congress is totally against autonomy of the state. NC had not raised this issue during the Election campaign in Jammu region,” he said adding that this show that in Kashmir they are once again exploiting the sentiments of Kashmiri people. 
Prof. Malik said that self rule is the only solution of Kashmir Issue. “It is a separate thing which should not be related with autonomy. Under self rule all the regions of State would get equal share in every sphere of life. Moreover India Pakistan friend ship would more strengthen and state would get further developed economically,” said Prof. Shohab.


Anantnag PC betters 2004 poll %, records 26% voter turnout

Polling peaceful across all 16 Assembly segments 
Chief Electoral Officer (CEO), J&K, Mr. B. R. Sharma today said that about 26 per cent polling was recorded in Anantnag Parliamentary constituency (PC), which went to polls in the third phase of the five-phased Lok Sabha elections today. He said polling was peaceful with no untoward incident reported from any where across the 16 Assembly segments of the largest Parliamentary constituency in Kashmir division. A voter turnout of 15.04 per cent was recorded in the 2004 Parliamentary elections in the constituency.  
Addressing a crowded press conference here this evening, which was also attended by Divisional Commissioner, Kashmir, Mr. Masaud Samoon, IG, Kashmir Zone, Dr. B. Srinivas, Mr. Sharma said that in order to bring in greater transparency in the poll process, certain add on features had been introduced. “This time we insisted on mock poll certificate from the Presiding Officer and asked Zonal and Sectoral Officers to complete mock poll before 7 p.m”, he said, adding that wherever poll agents were absent, Presiding Officer diaries would be scrutinized to ensure free and fair polls. 
The Chief Electoral Officer said that only 8 complaints were received from various political parties which were enquired and found baseless. ‘We have a polling station-level communication plan in place which allows us to track complaints and have them enquired in real time”, he said, adding that 11 complaints about EVM malfunctioning were also received following which ballot units were immediately replaced.
Giving details about migrant voters for whom 13 polling stations had been set up at Jammu and Udhampur districts, Mr. Sharma said that 2,128 cast their ballot out of 10,203 registered voters. No vote was cast at the four polling stations set up for migrants at New Delhi, he added.  
In order to ensure free, fair and transparent elections, the CEO said that three Election Observers and about 160 Micro Observers were deployed, besides 32 video cameras installed. 
Giving details of the poll percentage recorded in the 16 Assembly segments of Anantnag PC, Mr. Sharma said Tral recorded 2.83 per cent, Pampore 4.65, Pulwama 14, Rajpora 13, Wachi 19.65, Shopian 17.92, Noorabad 54.37, Kulgam 18, Homeshalibug 25, Devsar 33, Anantnag 21.29, Dooru 25.65, Kokernag 33.73, Shangus 39.14, Bijbehara 34.08 and Pahalgam recorded 47 per cent voter turnout.
The Chief Electoral Officer said that these were tentative figures as final figures will be available only after receiving Presiding Officers’ diaries from all the polling stations of the constituency.
Replying to a query about voter turnout today, Mr. Sharma said that voters traditionally record higher percentage in Assembly elections as compared to Parliamentary elections.  
In reply to another question, the Chief Electoral Officer said that as per standing instructions of the Election Commission of India, no SPOs can be deployed at polling stations, adding that they are involved only in maintenance of law-and-order and security duty.  
Giving details about security measures taken to ensure peaceful polls, IGP, Dr. Srinivas said only two minor incidents of scuffle were reported in the constituency in which three persons were injured.

PDP extended arm of BJP: Rather

Ridiculing the brazen faced lies of PDP aimed at destroying history and creating confusion in the minds of people, the senior National Conference leader and Finance Minister Mr. A.R. Rather Thursday denounced PDP for its dual and deceitful political trait.
Addressing various public rallies in Charar-e-Sharief & Khansahib constituencies of Budgam district, he said that PDP in fact is the extended arm of BJP created by Mr. Advani and Mr. Jagmohan to propagate BJP’s politics in the State by proxy and in lieu receive their patronage to get power in Jammu and Kashmir. 
Mr. Rather said the PDP was provided huge funds and logistic support by the BJP with the directions to deceive the Kashmiri by fanning emotions on critical and sensitive issues and grab power. He said since the inception of PDP, its leadership is engaged in emotional blackmailing for personal ends. “The party is actually a puppet in the hands of BJP leadership and works strictly under the directions of Mr. Advani and co”, he added.
The Finance Minister castigating PDP leadership for indulging in accusing National Conference , said that people of Jammu and Kashmir are the fountain head of National Conference’s popularity and this party survives on principles adding that our ideology is people oriented and not based on hollow slogans like that of PDP. “We do not require any body’s certificate people’s confidence in NC is its hallmark. Our ideology has been as bright as the sun shine since 1931 .We uphold this ideology with a commitment”, he said .

 

Mr. Rather said that National Conference is a public movement that witnessed many vicissitudes and encompassed different situations, its leadership and workers have suffered tremendously but kept the torch of its principles and ideology bright and flag unfurled on the top of the mast.  
Mr. Rather said that NC-Congress coalition is based on high principles and mutual respect. “It is not our trait to sabotage the coalition partners like PDP which stabbed Congress in the back for petty party gains and under the directions of BJP in 2008”, he maintained. He said the NC-Congress coalition will get strengthened day by day and serve the people to the best of its ability. 
Mr. Rather said that PDP was so desperate to stick to the power that after November 2008 Assembly Elections, its leadership went with begging bowl to the Central Congress leadership pledging on affidavit that they will not ask Chief Ministership for the party and behave faithfully even if Mr. G.N. Azad is nominated Chief Minister for full term of 6 years. “They humbly pleaded for restorations of broken ties with congress to willy-nilly remain in power but the Congress leadership rejected them saying once a liar is always a liar”, Mr. Rather asserted .Mr.Rather said that PDP on seeing the writing on the wall that people of J&K are going to write them off from the political scene of Jammu and Kashmir, they have started blowing the music of imaginary rigging. "This is the old tactics and tradition of this party", he said.

J&K CM exploiting people: BJP

Peoples Democratic Party (PDP) puppet in BJP’s hands as stated by Omar Abdullah is really shameful and emotional blackmailing of the people of Kashmir by exploiting their sentiments. BJP State Spokesperson Ramesh Arora (Adv.), while reacting to this statement, said we want to know, whether PDP remained puppet in the hands of Congress while enjoying power in this state? He further said that public has right to know from the present Chief Minister, whether Congress is puppet in the hands of National Conference or National Conference is puppet in the hands of Congress. BJP always opposed the policies of Congress-NC and PDP. It appears that by changing nomenclature from Muslim Conference to National Conference, only name was change and not the basic spirit behind the name. That is why this party with the connivance of Congress use to exploit the sentiments on regional and communal basis. 
Ramesh Arora further said that BJP has fielded two candidates in Parliamentary elections from Kashmir Province. We appeal all who favours BJP’s policies should cast their votes, positively in favour of BJP candidates. Although we have loadged complaints with Election Commission of India and Election Authorities in the state that names maximum number of migrant voters have been deleted or process is not simplified for years together, which has created hurdles for them to caste vote asked. 
Ramesh Arora ask National Conference leader Omar Abdullah to make his stand clear about discrimination and delimitation because NC have ruled this state for maximum time and is responsible for all miseries of the people. That recent trend of appealing the voters to vote for a particular candidate without any issue is done on the basis of mud-slinging and baseless allegations like equating PDP with BJP are condemned. This type of appeal is against the basic spirit of democracy. 
Ramesh Arora said it is the National Conference leaders like Dr. Farooq Abdullah, Omar Abdullah and PDP leaders Mehbooba Mufti and others responsible for increase in militant activities in this state for their communal approach and soft approach towards militants and militancy.

"Govt fails to resolve water crises in J&K"

The Jammu and Kashmir National Panthers Party (JKNPP) has plans of highlighting the problems being faced by people in the state through demonstrations and rallies. Stating this the leader of the Panthers Party in the Assembly, Harsh Dev Singh, said that the ruling coalition of the National Conference and the Congress has been hit by inertia with the result basic problems of people were not being looked into. 
Harsh Dev said that the Government has not taken any immediate step for increasing drinking water supply to people in the Jammu region. He said it is amazing that successive state Governments had failed in resolving the drinking water scarcity even in the state's winter capital. He said that the state Government has equally failed in persuading the union Ministry of Urban Development in giving sanction to the two ambitious projects which could reduce the water scarcity problem in Jammu and Srinagar cities. He said that several months ago the state Government had submitted two schemes, one estimated to cost Rs.338.74 crores and the other Rs.535 crores for augmenting water supply in Srinagar and Jammu cities respectively. But so far there has been no word from the union Ministry. 
Harsh Dev said that since January last the ruling coalition has not initiated any measure for ameliorating the lot of people in the state. He said that the state had witnessed "paralysis" in the functioning of the administrative machinery. He alleged that peoples' cases kept on pending in different Government departments because of delay in ministerial sanction. He said that so long the size of the ministry was not increased work in Government offices and the civil secretariat would continue to suffer. He said the Panthers Party will agitate against these issues.

HR violations can’t be tolerated: Sagar

The Minister for Rural Development, Mr. Ali Mohammad Sagar said that human rights violations can not be tolerated at any cost and those found guilty will be dealt under law.
Addressing a public meeting at Handwara today, Mr. Sagar said all possible measures are being taken to boost economy of the State adding that host of measure have already been taken to promote tourism sector in the State, which provides employment avenues to a big chunk of population. 
Describing the PDP’s self rule slogan a deceit, Mr. Sagar said that the proposed autonomy of National Conference is in the best interest of people of Jammu and Kashmir which among other issues envisages better Centre-State relations and living a dignified life. He said fast track employment programme would be launched in the State soon after the Lok Sabha elections are over.
MLA Ch. Mohammad Ramzan and Provincial President National Conference Mr. Ali Mohammad Dar also spoke on the occasion.

160 Micro Observers deployed, 32 cameras installed to ensure transparent polls


All arrangements finalized for free, fair, peaceful voting in Anantnag PC
Chief Electoral Officer (CEO), J&K, Mr. B. R. Sharma today said that all arrangements have been finalized for conduct of free, fair and peaceful polling in the Anantnag Parliamentary constituency tomorrow. He said over 160 Micro Observers, who are senior Central government functionaries, have been deployed and 32 video cameras installed to ensure free, fair and transparent polling across all the 16 Assembly segments of the constituency.
The Chief Electoral Officer said that polling parties have reached their respective polling stations and security forces are in position to ensure peaceful elections in the South Kashmir constituency. “Employees on poll duty have reported at all the 1,501 polling stations after computer randomization in presence of Election Observers”, he said, adding that about 150 Zonal and Sectoral Officers have also been deployed to monitor polling in the constituency.  
In order to ensure transparency in poll process, Mr. Sharma said that mock polls will be conducted at all the polling stations in presence of polling agents of the political parties. “Political parties have been requested to direct their polling agents to report at all the polling stations before 6.30 a.m. for mock polls so that functioning of EVMs is checked in time. In case the polling agents fail to report for mock poll, polling will start on schedule at 7 a. m”, the CEO explained. He added wherever mock polls are not conducted because of absence of polling agents, Presiding Officers’ diaries will be studied to ensure that voting has been held in a free and fair manner. 
In order to ensure that real time information is sourced from all the polling stations, the Chief Electoral officer said a Multi-level Communication Plan has been put in place, as was done in Jammu and Udhampur Parliamentary constituencies in the first and second phases of polling. “A telephony network has been established with all the polling stations and in case of complaint, prompt action will be taken and responsibility fixed within no time”. He, however, said that nearly 90 per cent reports of complaints received so far in the first two phases have been found baseless. 
The Chief Electoral Officer said vulnerability mapping and critical analysis of Anantnag Parliamentary constituency has also been undertaken on the basis of which 258 polling stations have been identified. He said Micro Observers will monitor polling in these polling stations, assisted by Zonal and Sectoral officers.

People’s involvement in conservation of water bodies emphasizesd


Deputy Chief Minister, Mr. Tara Chand has called for involving people in the conservation of water bodies and other natural resources in the state adding that this would help supplement the efforts already being made to achieve this objective. He said Jammu and Kashmir has been blessed with umpteen natural resources and beauty and there is dire need to preserve these for posterity.
Chairing a high-level meeting at Srinagar today, the Deputy Chief Minister said that water bodies and other resources give Jammu and Kashmir a place of pride in the world and “all of us should strive to maintain the beauty and grandeur of these gifts from nature”. He stressed for launching an awareness campaign among the masses to educate them about the conservative measures as also about improving sanitation. Mr. Tara Chand called for greater coordination among the concerned departments for improving the civic amenities in Srinagar and Jammu cities as also other towns in the State. He said that an exercise should be undertaken to identify all the land available with the Srinagar Municipal Corporation, Srinagar Development Authority and other departments so that it is put to proper use and utilized for creating assets. He directed for making inventory of this exercise.   The Deputy Chief Minister instructed the officers to submit a weekly report about the progress made under various development schemes and measures taken to remove encroachments and illegal structures, if any. He said the Master Plan formulated for Srinagar city should be adhered to and no deviation should be made. He asked for ensuring proper land use in the cities and towns saying this would add to the efforts made for providing better amenities to the people in these areas.  Mr. Tara Chand said that Lakes and Waterways Development Authority, Srinagar Municipal Corporation and Srinagar Development Authority have an important role to play in the development of Srinagar city and extending improved urban facilities to the dwellers. He said the beautification and sanitation efforts would receive a boost if people are educated about the same.  Among others, Vice-Chairman, LAWDA, Mr. Irfan Yaseen, Vice-Chairman, Srinagar Development Authority, Mr. Baseer Ahmad Khan, Director, Local Bodies, Mr. G.A. Qureshi and Commissioner, Srinagar Municipal Corporation, Mr. Farooq Ahmad Renzu were present.

Abdullah invites tourists to Kashmir


National Conference (NC) President and former Chief Minister (CM) Dr. Farooq has reiterated that his party will facilitate talks between pro-freedom leaders and the centre.
Kicking start his election campaign from Srinagar’s Dal Lake on Tuesday, Dr Abdullah said, that soon after the elections NC will facilitate talks between separatists and the Centre so that a way is paved for the resolution of Kashmir issue.
Abdullah said that he decided to kick start his election campaign from world famous Dal Lake to clear the confusion created by some miscreants that Kashmir was not a safe place to visit.
“Tourist season is low because of propaganda unleashed by some miscreants. There was a strong need to tell people that Kashmir is a safe place and we’re ready to welcome them,” Abdullah said.
“My message to the people of the world is come and enjoy the scenic beauty of Kashmir,” he added.
When asked if Rahul Gandhi’s rally at Islamabad district of South Kashmir will help NC candidates in the ongoing parliamentary elections, NC President said that Rahul Gandhi is the youth leader of the Nation and his presence will certainly be an advantage to his party.
“Rahul Gandhi is the youth leader of the nation. We not only wanted him to visit South Kashmir but Srinagar and Baramulla as well,” NC president said, adding “Rahul wanted to tell the youth of the state that he is with them.”

PDP bereft of political agenda, puppet in BJP’s hands: Omar

Castigating PDP for its dual trait and propagandist approach to mislead the people, Chief Minister Mr. Omar Abdullah said that this party has so far survived on emotional blackmailing of the people of Jammu & Kashmir on sensitive issues.
Addressing a number of public gatherings in South Kashmir, Mr. Omar pooh-poohed the tall claims of PDP to have any role in ventilating J&K centric issues. He said the party has neither taken any steps towards this direction nor intends in future to do anything towards this goal. “The party is a puppet in the hands of BJP and dances on its tunes”, he said adding that PDP is bereft of any political agenda and the precipitation of its leadership on Indo-Pak bilateral issues, Armed Forces Special Power Act, Sindh Water Treaty, Human Rights Violations is nothing but a political gimmickry to befool the people which has remained the tradition of this party. He said power for personal gains and safeguarding BJP’s interests is the only political agenda of PDP.
Mr. Omar said this party has history to mislead the people by fanning public emotions on sensitive issues at one hand and strengthening the BJP’s agenda of divisive politics on the other. He said people have discovered PDP’s only agenda of getting power for personal ends. “People also remember the false promises made by this party to them during 2002 electioneering. They are also aware of the fact that during PDP’s rule its leadership never talked about AFSPA, Sindh Water Treaty or Human Rights Violations but only brought J&K state the bad name of number one corrupt state in the country”, he maintained. He said that the history sheet of PDP is full of falsehood, propagandist approach, dual trait and personal vendetta against NC and its leadership. He said the dual face of the PDP’s politics is now visible to every one as such the party has lost whatever credibility it was having.
Chief Minister said National Conference is committed to the restoration of permanent peace and political stability in Jammu & Kashmir state and will work for betterment of Indo-Pak relations. “Soon the new government at centre takes over National Conference would endeavor for resumption of internal dialogue between Centre & the separatist groups at one hand and with Indo-Pak leadership on the other”.
Mr. Omar asking the people to vote for NC-Congress coalition candidate Dr. Mehboob Beg in large number ensuring his overwhelming success said that in his success lies the success of people. “Vote to Dr. Mehboob Beg will be vote to resolution of all J&K centric issues in an amicable manner through purposeful and peaceful means of dialogue”, he added and said that Dr. Mehboob is capable at delivering with its full ability at national level and help in bringing new and prestigious development schemes for the state especially in Anantnag Parliamentary constituency.
Chief Minister said that the National Conference – Congress coalition government would work together to achieve the goal of peace and progress and political stability in the state. “Equitable development of all regions and focus on speedy progress of under developed areas will be the benchmark of our governance”, Mr. Omar said and added that next six years would be remembered as the turning point for all round socio economic change and political stability of Jammu & Kashmir.

Conserving endangered Pir Panjal mountain goat

Markhor conservation gets fresh lease of life
Jammu and Kashmir Wildlife Protection Department has decided to develop Markhor Recovery Project at a cost of Rs. 10.72 cr. The said amount was received from the Public Works department, Mughal road project as 5% of the project cost on account of the construction of Mughal Road passing through the Hirpora Wildlife Sanctuary. 
Launching of the Markhor Project will go a long way in conserving this rare species and preserving its habitat spread over the Pir Panjal Range of the Valley.
The Ministry of Environment and Forests, supporting the State’s demand of utilisation of funds deposited under Compensatory Afforestration Fund Management and Planning Authority (CAMPA) of the Government of India, has given approval to the Markhor Recovery Plan formulated by the Wildlife Department for development of the Markhor Habitat in the Hirpora Limber, Lachipora Wildlife Sanctuaries and Kazinag National Park.
The State government has already extended the area of the Hirpora Wildlife Sanctuary by 150 sq km and notified the Kazinag National Park. The National Park is the habitat of critically endangered Markhor, the mountain goat, which is also listed in the red list of the International Union for Conservation of Nature and Natural Resources (IUCN). The park is also home to several other endangered wild species like Musk Deer, Asiatic Black Bear, Brown Bear, Himalayan Palm Civet etc. 
As per the 2004 census, Markhor has a population of around 280 to 330 in Kazinag, Boniyar Hirpora areas of Kashmir Valley and Poonch district of Jammu region. A comprehensive Species Recovery Programme for Markhor was set as a precondition for the revival of Mughal Road.
The funds available with the Wildlife Department will be utilized for activities like fencing, habitat improvement, afforestation, soil and water conservation, development of infrastructure like guard huts, staff quarters, check- posts, measures for mobility and communications, fire protection, anti-grazing / anti-poaching activities, construction of nature trails and inspection paths, publicity and awareness, eco-development activities and ecotourism etc, besides regular census and survey of Markhor and other important wildlife species found in the Markhor habitats.

Antony reviews security in Jammu

In the wake of increasing infiltration bids from across the border, Defence Minister A K Antony on Monday visited the forward posts along the Line of Control (LoC) in Rajouri-Poonch belt in Jammu region to review the security situation there. 
During the visit, he was accompanied by Army Chief General Deepak Kapoor, Defence Secretary Vijay Singh, Northern Army Commander Lieutenant General PC Bhardwaj and General Officer Commanding of the Jammu-based 16 Corps.
The Army top brass briefed the Defence Minister about the prevailing security scenario along the LoC.
Addressing the troops in Rajouri, Antony lauded the role of the Army in curbing infiltration and reducing the levels of insurgency, Defence Ministry officials said.
Antony asked the troops to maintain a high degree of operational preparedness to meet any eventuality in future and appreciated the "exceptional role" played by them in restoring normalcy in the region.
Since March, militants have made various infiltration attempts to get into Jammu and Kashmir and the Army have been successful in eliminating 53 of them this year.
In the wake of intelligence inputs about militants planning to disrupt polls in the state, the Army have increased its vigil along the LoC, where it has deployed its troops in three-tiers to stop infiltration.

Gujjars are of Turk Origin: Study

A latest study revealed that the word “Gujjar” has been originated in Turkey and initially used by Turks of Central Asia in third millennium BC. In Turkish language the word “Gujjar” was spelled as “Göçer” which stand for a dominant ethnic group who were later turned into a seasonal pastoralist nomad , said a report based on the study conducted by Tribal Research and Cultural Foundation a National Organization working on Gujjars of Indian States.
Releasing the study , Dr. Javaid Rahi, National Secretary of Tribal Foundation said that new research has proved that the Gujjar race had remained a most vibrant identity of Central Asia in BC era and later ruled over many princely states in northern India for hundred of years and left their imprints in the Himalayan ranges and inscribed them in such a way that they could not be destroyed even after thousand of years.
The study further revealed that the 5000 year history Gujjars unexpectedly resembles with the tribes of Turkic origins who left for Koh-e kaf during the era of Christ along with their, camels and other domestic animals. 
The study further said that in Jammu and Kashmir state “Turk” is one of the important cast (Gotra) of Gujjars and hundreds of Turk Gujjars are residing in different districts of Kashmir Valley.
Study said in Gojri there are a number words which are Trkish origin thereby linking the Gujjars history with Turks. Even this is surprising that the Tribal Folk-Art and Costumes of Nomadic Gujjar still resembles with that of Trakish tribe.
The anthropological study said that the physical feature and facial expressions of Gujjars amazingly resembles to that Turkish Tribals.
The study further said that one Göçer (Gujjar) Khan, of Turkistan was a commander in Babur’s army and he had done a remarkable work in binding various ethnic groups.
Dr. Rahi further told that the Foundation is in correspondence with and seeking help from Turkic mission in India regarding conducting a genetic survey of Gujjars to establish their roots in Central Asia from where they are believed to migrated different parts of the world especially to the sub continent.
The study further said in Central Asia places like Gurjarni, Gujari Pil, Gujreti are named after the name of Gujjars clan or Gots linking this ethinic group with its routs. 
The study suggested that the scholars, anthropologists and
historians of the countries like Turkey , Georgia, Iran, Pakistan, India etc. should come forward and should study this connection through anthropological, archaeological and historical evidence.
The conclusion of the study stressed for an inter-disciplinary and indepth research at national and international level with the help of these countries. so to study the rich culture of these nomads.

PDP floated self rule on BJP’s behest : Omar

‘NC led govt. to catapult progress of under developed areas’
Denouncing PDP’s dual trait of using under hand means to relish power and simultaneously shedding crocodile tears for resolution of Jammu and Kashmir centric issues, the Chief Minister Mr. Omar Abdullah Sunday said that PDP flouted the imaginary idea of self rule on behest of BJP to scuttle the National Conference Autonomy resolution adopted by three-fourth majority of the State legislature. 
Mr. Omar was addressing large public gatherings at Dooru and Kokernag in South Kashmir. He said that after National Conference made through endeavors to acquaint the political leaders of the country about the importance and feasibility of Autonomy proposal, considerable pressure was mounted on the then BJP led centre government which was compelled to constitute a committee to discuss the Autonomy proposal. He said under a deal with the PDP the BJP asked Mufti Mohammad Sayeed and his daughter to float imaginary self rule idea so that Autonomy proposal passed by the Jammu & Kashmir assembly was put to back burner. “As faithful friends of L.K Advani and BJP Mufti Mohammad Sayeed and Ms. Mehbooba Mufti acted accordingly and befooled the people of Jammu & Kashmir by the imaginary self rule ideal , the contours of which are not even known to the father – daughter duo”, he maintained.
Mr. Omar said that National Conference would continue to advocate its Autonomy resolution at all foras in the country and will play a pragmatic and positive role to help efforts aimed at restoring permanent peace and political tranquility in the state. He said National Conference has vehemently presented their point of view in the working groups regarding permanent settlement of all Jammu & Kashmir centric issues, adding that he has written to Justice Sageer Ahmed heading the working group on state centre relations, to resume the deliberations of the group so that National Conference will carry forward its Autonomy resolution proposal.
Chief Minister told the people that Lok Sabha elections are of greater significant for Jammu and Kashmir and success of coalition candidates all the more important for ensuring return of UPA government headed by liberal, secular able and progressive democrat Dr. Manmohan Singh. He said that UPA government in the past took important steps for restoration of peace in the sub continent and contributed whole heartedly. “The success of coalition candidate will mean return of Dr. Manmohan Singh and God forbid the defeat will strengthen the BJP at the centre as BJP and PDP are two faces of the same coin”. Mr. Abdullah said that his government is committed to ensure equitable development of all areas of the state and hitherto left under developed areas would receive focus of attention for speedy progress. He said most of the areas in southern Kashmir like other parts have remained under developed and his government would take measures to catapult the economic growth of these areas.The gatherings were also addressed by Prof. Saif-ud-Din Soz Union Minister for Water Resources, Prithviraj Chavan Union Minister of state in Prime Minister’s Office , Peerzada Mohd Sayeed, Minister for Education, Gh. No 'Jehad' in Kashmir, I was misled in Pak: HM militant





Plan disclosed, India can face another attack 
56 militants infiltrated in Valley, 32 killed: Army  
Pak militant, arrested on Saturday from Gurez sector warned the army of another Mumbai-like terror attack which can be launched by the terror operatives anytime.
A huge cache of arms and ammunition was also recovered from his possession, Army spokesperson Brig Gurmeet Singh said at a press conference on Saturday. 
According to the sources, as many as 120 militants have entered Indian borders. Out of these, 31 militants have been neutralized so far. About 89 militants are continuing with the mission to conduct another Mumbai-like blast in India.
The Hizbul Mujahideen militant, identified as Syed Moin-ul Shah, hails from Pakistan's North West Frontier Province and underwent training in Mansera. He was caught while trying to return to Pakistan. Moin-ul Shah said, ‘We had a huge cache of arms and ammunition with us. We intend to conduct more attacks in India. We were all trained in Pak.'
The arms and ammunition – which include 10 AK-47s with 13,000 rounds, 32 Kg explosives, 14 RPG shells and 445 grenades – were recovered on a tip-off from the nabbed militant, from Gurez sector. Describing the situation in Kashmir as normal, a Pakistani militant of Hizbul Mujahideen (HM) said he and others were misled that people here were not being allowed to offer prayers, women are molested and youths tortured by the Indian Army.
''I wanted to go back to my country as after visiting a number of areas here soon after my infiltration, I found people busy in their daily work,'' said the HM militant Syed Mainullah Shah, son of Badshah Rawan resident of village Katanpanjeer of Dir District in NWFP of Pakistan, who was arrested by troops in south of Shamasbari in Gurez sector about 10 days ago.
Talking to newspersons at the headquarters of 15 Corps here this afternoon, he said, ‘‘There is absolutely no Jehad.'' He said in Pakistan and Pakistan Occupied Kashmir (PoK) people are being urged to join the Jehad (holy war) in Kashmir where Muslims are not allowed to offer prayer, women are raped and molested, youths tortured and put in jails.
I too decided to join the Jehad here and contacted a HM militant,'' he said, adding he received training with other militants in the forest area across the border.
He said different organisations, including HM, Lashkar-e-Toiba (LeT), Jaish-e-Mohammad, Harkat and Pir Panjal Range (PPR) are running training camps in Pakistan and PoK.
However, there was no Taliban militants in these camps and they are getting training in Afghanistan, he said.
Shah said there are three courses--21 days, 40 days and three months-- in these camps.
He said ''We were also told in the camps about grave situation and Human Rights (HR) violations being committed by the Indian security forces.
''We crossed into this part of Kashmir through snow-bound mountains from PoK,'' he said, adding there were 31 militants. Eight militants and guides were killed under a snow avalanche.
Army claimed that thirty-two militants out of fifty-six, who had infiltrated into Kashmir Valley this year, were killed in separate encounters in north Kashmir’s Kupwara and Bandipora district. 
“Twenty six militants had infiltrated through Drangyari and Hafruda forests in the Shamsbari range (Kupwara) and a group of 31 entered via Gurez sector in Bandipora. While twenty militants were killed in Kupwara, 12 others have been gunned down in Gurez,” Brigadier General Staff (BGS) of Army’s Srinagar-based 15 Corps, Brigadier Gurmeet Singh told reporters at the corps headquarters at Badamibagh here.
Besides the killings, the Brigadier also claimed that six militants, one porter and snow clearance man have been killed in avalanche that struck them in the Gurez sector. 
“The bodies are still buried under the snow,” said he, adding 89 avalanches were reported in the north Kashmir so far since January.  
Reports reaching Press Bureau of India said that the Brigadier claimed that 53 militants including the 32 infiltrators were killed in the valley this year. 
Army also presented a Hizb militant before the media whom the Brigadier claimed was arrested in Gurez sector and was part of the infiltrating group. 
“On the militant instances, army has recovered huge war like cache including 10 Ak 47 rifles, 12,876 rounds of AK-47 ammunition, RPG Launcher, 14 RPG shells, four UBGLs, 445 UBGL grenades, 06 Chinese, 21 rifles grenades, 32 kgs of explosives and other ammunition and detonators,” said Singh. The weapons were later displayed before the media. 
The arrested militant has been identified as Syed Moinullah Shah alias Wahid son of Badasha of North west province, Pakistan. 
After queried by the Brigadier, the militant, “big catch,” said that cadres belong to four militant outfits including Hizbul Mujahideen, Lashkar-e-Toiba, Jash-e-Mohammad and PEPR, a little known outfit.
“A group of 120 including 31 militants, 45 porters and snow clearance men infiltrated through Gurez,” said the militant, while responding to the questions.  
Regarding his arrest, the militant said that brother of the person, with whom he had entered the valley, took him directly to the army camp while as he had promised to manage his return safely to Pakistan. 
“I gave him Rs 1000 for getting rations and other things required during the travel through the difficult terrains and while I thought he was taking me towards the border area, I landed in an army camp,” he said. 
The arrested Hizb cadre categorically rejected the any connection exists between militants operating in Kashmir and Taliban fighters. 
“The militant outfits working in Kashmir have no connection with Taliban,” said the militant who army said stayed here for twelve days before his arrest. 
Gurmeet Singh, Brigadier General Staff, also claimed that the army was keeping a close track on the movement of the surviving militants and asserted that “they will be killed in near future.” 
He said that infiltration attempts were earlier than ‘expected’ this year. “The militants are being pushed into this side,” he said. The Brigadier also ruled out any possibility of Taliban presence in Jammu and Kashmir. “There is no conclusive evidence about the Taliban presence in Kashmir,” Gurmeet Singh said during the sidelines of the press briefing.

Omar questions PDP’s credibility to represent state in Parliament
Questioning the credibility of PDP to represent Jammu and Kashmir in the Parliament, Chief Minister Mr. Omar Abdullah Saturday said that when an opportunity came to their way to speak in Lok Sabha on Amarnath land issue the PDP party president and the then Parliament member Mehbooba ji could not utter even a word other than saying “Yaar Main Kay Boolu”. “This was the total response by the party to an important issue of national and international significance how come this party could voice the people’s concern in the Parliament”. Mr. Omar maintained. Chief Minister was addressing largely attended public gatherings at Kanalwan, Ashmaqm , Shangus and other areas in Anantnag District.
Mr. Omar asked the people to choose a representative for Lok Sabha who could speak and speak vehemently becoming the voice of the people of his constituency and of the state as a whole. Saying that all these qualities are in Dr. Mehboob Beg and he could be the best representative of people in the Lok Sabha, he asked the people to exercise their vote in his favour.
Mr. Abdullah said that those who have miserably failed in the past to represent the people of Jammu and Kashmir in the Parliament do not deserve to be returned, he said and asked the people to sent a vibrant voice in the shape of Dr. Mehboob Beg to the Parliament.
Mr. Omar rejecting the PDP’s concern about Armed Forces Special Power Act (AFSPA), Chief Minister declared it yet another gimmickry of the PDP to befool the public. He questioned why this party did not even talked about AFSPA during the period when it was in power adding PDP instead made every effort to ensure AFSPA was implemented in letter and spirit. “Now the party is out of power and trying to misled people on this count”. 
Mr. Abdullah said that when PDP was in power more than hundred enquiries were ordered for Human Rights violations but this was only an eye wash and playing to the gallery because none of these enquiries were concluded and no one punished. Drawing a comparison, Chief Minister said that he constituted the enquiry on Bommai (Sopore) case got it concluded within 15 days and ensured action against the culprits. He said “here is the difference. We believe in actions and they befool people through slogans”.
Chief Minister told the people that whatever promises he has made to them during electioneering would be completed within the next six years of the coalition government. “I will return to you after fulfilling all the promises made to you”, he said and added that the people during the next six years of NC-Congress coalition government would witness all round development on the ground. Mr. Omar said PDP has no locus standi of criticizing the government for its performance even through we have not even completed three months. “ The people of Jammu and Kashmir will write our performance report during the next six years and we are sure to be judged as outstanding and responsive”, he added.
Criticizing the PDP for making a mess in the Auqaf affairs, Mr. Omar Abdullah said that for the enmity and hatred against National Conference, PDP meddled in the smooth functioning of the Muslim Auqaf Trust and made it a resort for their relatives and friends to eat up its economy. He said because of PDP’s meddling Auqaf Trust was put to a loss of rupees three crore and made employment giving venture to the friends and relatives of the PDP leadership.
Chief Minister asked the people not to get led astray by the sloganeering and propagandistic approach of the PDP as this party has nothing to present but to circulate rumors, fan emotions and fish in the troubled waters. 

 

NC would strive for New Delhi-Hurriyat dialogue: Dr. Farooq

National Conference (NC) President Dr. Farooq Abdullah today visited Tumulhal and Rohama villages of Pulwama district and addressed a series of election meetings there. He was accompanied by senior party leader and Rural Development Minister Mr. Ali Mohammad Sagar. 
Dr. Farooq said that opposition has turned bankrupt and is issueless to take on the Government. He regretted the opposition criticism to Election Commission of India for withdrawing the elections to the Hazratbal Constituency. He said the Commission took the step in the highest tradition of democracy. 
He reiterated the party’s pledge to root out corruption and provide a long lasting solution to the unemployment problem in the State. He said the Government would strictly monitor the human rights situation and would not tolerate any violation by any member of the security forces in this regard.
Terming PDP as a party with myopic vision, he said its leaders are raising non-issues which have no relevance with the problems people of the State face. 
Dr. Farooq said that National Conference would strive to engage New Delhi with Hurriyat Conference Kashmir issue is resolved through dialogue.  

World famous Dal Lake cleaning operation begins


Calls for restoring its originality 
Continuing with its efforts to restore grandeur and originality of the world famous Dal Lake, the Jammu and Kashmir Lakes and Waterways Development Authority (LAWDA) has launched a massive manual de-weeding of the lake alongside mechanical process with increased number of labourers.
Divisional Commissioner, Kashmir, Mr. Masuad Samoon inaugurated the manual de-weeding operation, Spring-2009 at Oberai Ghat of the Dal Lake today in presence of Vice-Chairman, LAWDA, Irfan Yaseen and other officers besides media persons.
Highlighting the significance of the traditional de-weeding operation of the Dal and Nigeen Lakes, the Divisional Commissioner said that restoring the pristine glory of the Dal is a top priority with the present government. He said, the Dal is our heritage which we have to preserve for our posterity. He called for coordinated efforts by all of us to keep the Dal free from pollution and extending cooperation to LAWDA in preserving and conserving the water treasure in the state which is an attraction for tourists all over the world.
Vice Chairman, LAWDA said that de-weeding of the Dal and Nigeen lakes is being undertaken annually but this year more labourers are being engaged for the operation. He said 600 labourers are at work today while from tomorrow 1000 labourers would be engaged for the operation. He said the spring de-weeding operation would continue upto August while the Autumn operation would be started in November this year. He said during last year weeds on water expanse of 76000 cubic meters were extracted both manually and mechanically adding that this year more weed extraction is expected with increased number of labourers. He said during March this year duck weed was also removed from the lake. He said conducting manual operation of the Dal not only helps in restoring its pristine glory but also is a source of employment for Dal dwellers. 
Highlighting the importance of manual de-weeding operation, the Vice-Chairman, maintained that this process is free from hazards as only unwanted weed are being removed from the water body.

Stigma attached with diseases must go: Prof Punjabi

Course Inaugural Function at SKIMS 
Kashmir University (KU) Vice-Chancellor, Prof Riyaz Punjabi, on Saturday called for a rigorous awareness campaign against the “stigma” attached with different diseases.
Speaking at the inaugural function of the “13th Basic Instructional Course In Colorectal Surgery” at the Sher-i-Kashmir Institute of Medical Sciences, Prof Punjabi said, “Even today we find people hesitant to disclose their diseases before doctors and people. This is because there is still some stigma attached to different diseases. But I feel we need to remove it and aware people that diseases can be treated and prevented.”
The function was organised by the SKIMS’ department of General Surgery in association with the Association of the Colon and Rectal Surgeons of India.
Prof Punjabi, who was the chief guest, said there was need to raise the level of awareness among people that they need to come forward and seek advice of doctors for different ailments. “And I am happy to observe that the SKIMS is holding regular conferences and seminars and other awareness programmes in this regard,” he said.
The function was attended by senior officials of the ACRSI besides the SKIMS doctors and students. 
The medical profession, Prof Punjabi said, demanded constant reappraisal, updated skills and use of modern technology to reach out to larger section of society. “People have psychological and emotional expectations from doctors,” he asserted, adding that he hoped the budding students must have turned to the profession as mission. 
The SKIMS director, Dr Abdul Hameed Zargar, said gave an overview of the activities and achievements of the tertiary-care hospital in the past three years. “We have just started an awareness programme for people in different districts of the Valley to educate them how diseases can be cured and prevented,” he said, asserting that SKIMS was committed to provide quality healthcare.
Dr Zargar said he was amazed to see increase in colon and rectal cancer in the Valley, with several thousand people being diagnosed with the disease. “As an endocrinologist, I feel the change in the lifestyles of people have far wider implications on health of people,” he said.
Of late, Zargar said, many such cases have been diagnosed but only a few of them were treated. “There seems to be a social taboo attached with the disease,” he said. “This really makes us uncomfortable.”
Prof Imtiyaz Ali, dean, Medical Faculty at SKIMS, the course was being launched to build high training standards in the field of colorectal surgery. 
Among others who spoke on the occasion included Prof N A Chowdhary, S KChavte (ACRSI), Dr M G Nariani (ACRSI), Dr R P Srivastava (ACRSI), Prof Khursheed Alam (SKIMS), and Prof Nissar Ahmad Chowdhary, who gave an overview of the course, which will be followed by a fellowship.

Chinar Heritage Park at KU soon

To develop a Chinar heritage park at Naseem Bagh Campus, Kashmir University has shifted 30 families of administrative staff to other quarters of the varsity. 
At the same time some structures in Naseem Bagh have been demolished to open up the space. In addition 400 new Chinars have been planted in KU campus. It may be mentioned that Vice Chancellor has already banned new constructions at the Naseem Bagh campus. The nature lovers and civil society have highly appreciated this initiative.

Friend commits murder of friend for money

Court awards life-imprisonment to three 
1st Additional Sessions Judge Jammu Mr. Puneet Gupta today awarded life-imprisonment to Surinder Mohan R/o Adarsh Nagar, Jhajjar (Haryana), Romesh Kumar R/o Mandeela Khurd (New Delhi) and Ajay Kumar R/o Uttam Nagar (New Delhi) who are facing trial in a murder case of Ranjan Kumar stated to be close friend of accused Surinder Mohan. 
According to the prosecution case that on December 27, 2000 information was received through reliable source in the P/S Bagh-e-Bahu that an unidentified dead body is lying on the hill near Tawi river. The dead body was of a male age 30/32 years and the body bore injuries marks possibly with sharp edged weapons. A case u/s 302 RPC was registered. The investigation started in the case and identification of the victim was revealed, accused Surinder Mohan was arrested from the Jhajjar. On the alleged disclosure made by this accused, the police arrested co-accused namely Romesh Kumar and Ajay Kumar from Delhi. On the conclusion of the investigation challan was produced against the accused persons for the offences u/s 302 RPC r/w section 4/25 Arms Act. Deceased Ranjan Kumar is stated to be a close friend of the accused Surinder Mohan; both were engaged in obtaining jobs to the people in consideration for money. The deceased along with the accused on December 17, 2000 had planned to go to Jammu as per the evidence collected by the police agency. The deceased and accused are stated to have checked the hotel on December 19, 2002 and left for Patnitop and after visiting Srinagar all these persons again came back to Jammu and stayed in hotel on December 23, 2000 and left the hotel finally in the night hours at about 10:30. The accused Surinder Mohan brought out Rs 4 lacs from the attaché of Ranjan Kumar before leaving the hotel. The deceased and the accused had gone to Harki Poudi Temple near Tawi River at about 8:30 PM. On their way back from the temple the accused Ajay Kumar in order to kill Ranjan Kumar caught hold the deceased and closed his mouth, accused Surinder Mohan and Romesh Kumar attacked with kirch on the vital parts of the body of the deceased and after killing the deceased threw the body below the road, the accused return to hotel at about 9:15 PM. The money which the deceased carried led to his murder by the accused had allegedly recovered by the police during the course of investigation Rs 3, 81, 000/- from the house of accused Surinder Mohan after he made disclosure statement, after completion of the enquiry police presented challan in the court of law.
In the 62 pages judgment 1st Additional Sessions Judge Jammu Mr. Puneet Gupta after hearing both the sides and also gone through the case and witnesses observed that the act was done by the accused with common criminal intention and is proved without fail. Accused persons are therefore, held guilty and convicted for commission of offence u/s 302 RPC r/w section 4/25 Arms Act and further observed that the convicts have snatched the life of a young man who was hardly in his early thirties and had deprived the family of the deceased of his company. He was the bread earner of the family. Deceased Ranjan Kumar was a closed friend of convict Surinder Mohan but this friendship did not fructify and the greed for money coaxed the said Surinder Mohan to kill his friend in cold blooded. In spite of all these circumstances the court is of the considered opinion that the extreme penalty of death sentence is not caught for in the present case, as the accused are not hardened criminals nor any think is brought on record to substantiate this fact, but has happened as happened while courts primarily while awarding sentence take into consideration the theory of deterrence yet the reformation of the accused in further should not be overlooked. With these observations Court life imprisonment to all three accused and also liable to fine of Rs 5000 each u/s 302 RPC. The accused are also sentenced to undergo imprisonment for a period three years and fine Rs 2000 each u/s 25 of Arms Act. 


Soz invites militants, pro-freedom leaders for talks

Poll boycott can’t be solution to any problem
Senior Congress leader and Union water resources Minister, Saif-ud-din Soz on Friday extended invitation to militants and pro-freedom camp asking them to come to the negotiating table rather calling for a poll boycott.
Reports said that Soz addressing a joint rally for the NC candidate Mehboob Baig for Islamabad parliamentary constituency at Trisal area of South Kashmir’s Kulgam on Friday, Soz said that the call for boycott can never be a solution to any issue. 
He said instead of asking people to boycott the elections, pro-freedom leaders and militant outfits should come to the negotiating table.
“Boycott calls can never be a solution to the problems. Instead of asking people to boycott the polls, separatists and militants should come to the negotiating table,” Soz said.
“The participation of large number of people in last year’s assembly elections should serve as an eye opener for the separatists,” he added.
The senior Congress leader said that the pro-freedom leaders were exploiting the people by issuing statements from their drawing rooms. He said the people have faith in democratic set up and they’ll vote in large numbers in the ongoing elections.
“Separatists should stop exploiting and deceiving people who have time and again deposed faith on Democracy,” he said.

Kashmiri youngsters enthrall audience



It was an evening filled with nostalgia, pathos, sadness and tears. Yet, no element of hatred or bitterness could be felt at any moment during “Mauj Kasheer”, a variety cultural programme by young Kashmiri artists, presented by J&K Academy of Art, Culture and Languages here this evening. In fact the programme marked the celebration of the composite cultural ethos of Kashmir and the centuries old tradition of co-existence and mutual love and respect.
In his opening remarks, Secretary of Academy Mr. Zafar Iqbal Manhas said that the programme was being presented by young artists belonging to the Kashmiri Pandit community, all of whom were born in exile far away from their cultural moorings. Most of them have never visited Kashmir, he added. The programme was manifestation of the age old maxim “Jo sukh Fattu de Chobare, Na Balkh te na Bukhare” (East or West, Home is the Best) and signified the yearning of young generation of Kashmiri Pandit community to return to their land on ancestors. This programme is a humble effort on behalf of the Academy to keep the unique cultural ethos of Kashmir alive among the new generation. The need to keep their connection with Kashmiri language intact is also a thrust area that needs our immediate attention, he said. He added that he was quite assured of the ability of the community to surmount the economic and job related difficulties because of their intelligence, talent and hard work. The only thing that worried him was whether the connection of the young members of the community, born and brought up in exile, with their culture and language would remain intact or not. He expressed the resolve of the Academy to take this programme to different parts of Kashmir valley during the next few months so that these young Kashmiris could visit the land to which they belong.  
The programme, composed by well known music director Krishan Langoo, consisted of compositions based on the poetry of Lalla Dyed, Mehjoor, Dina Nath Nadim, Abdul Ahad Azad and Moti Lal Saqi. The young artistes on stage displayed their love for not only their own culture, language and traditions but also their understanding of the festivities of the majority community in Kashmir. The tragedy of migration and the sufferings of the community also found expression in various items presented during the programme. 
Principal Secretary to Chief Minister Mr. Khurshid Ahmed Ganai highly appreciated the efforts of the Academy in promotion and preservation of art, culture and languages of the State. He said that such efforts will go a long way in keeping the cultural richness and diversity of the State alive.
Arjun Dev Majboor, who presided over the function extolled the significance of mother in our traditions as the land of ancestors is known as motherland in India. He said that most rivers in India also carry a feminine name because we treat these as mothers due to their importance to the existence of mankind. He added that these young artists remembering their motherland and their mother tongue through this programme was a very significant event.

The programme was ably compered by Ravinder Kaul and Sunita Bhat.

'False reports' of Taliban presence hurting tourism: J&K Govt

Recent media reports suggesting presence of the Taliban in Jammu and Kashmir has triggered worries in the state government which on Friday said the "mis-reporting" has hit the tourism industry, particularly when the peak tourist season is set to begin. 
Officials of the state's Tourism Department emphasised that the situation in Kashmir has improved after two decades of militancy and tourists in the valley are "as safe as anywhere else" in the country. 
The "mis-reporting" about the presence of the Taliban has already resulted in some cancellations of bookings by tourists, Tourism Secretary Tanvir Jahan told reporters in New Delhi on the sidelines of the 16th Annual South Asian Travel and Tourism Exchange (SATTE). 
She said sections of media had wrongly reported about presence of Taliban in Jammu and Kashmir even though the army, state government as well as the Centre have denied such reports. 
"The recent reports in certain section of media, particularly the electronic media, about the presence of Taliban has not only adversely affected but also given a serious jolt to the ensuing season," J and K Tourism Director Farooq Shah said.

Serve in rural areas with commitment: CM to young doctors

Asking the young medicos to live up to the expectations of the people by serving the needy and poor in the far-flung and backward pockets of the State, the Chief Minister, Mr. Omar Abdullah Friday said that the inhabitants of these areas require focused attention in the core sector of health care. He asked them to render their service there as an obligation and commitment towards the State. 
Addressing the 15th Foundation Day function of Acharya Shri Chander College of Medical Sciences (ASCOMS), Sidhra here, he said that the younger doctors should volunteer to serve in rural and remote areas and come up to the expectations of the people. “I do not want you to renounce the comforts of metropolitans but expect you to devote some of your service in the rural areas”, he said and added that Government incurs lot of expenditure on the education of doctors and expects them to contribute towards the people and the State by way of serving the poor in the rural areas.
The Chief Minister said that it has been observed that the pressure in the Government hospitals in the cities is because most of the doctors in rural areas do not stay there. “This practice should go and the medicos especially the younger generation should be more duty-bound”, he said and added that when there are sufficient facilities in the rural hospitals and health centres to attend most of the medical cases, he found no reason why patients visit city hospitals even for minor surgeries and treatment.
Mr. Abdullah said that Government has taken measures to ensure adequate health care facilities in the rural and remote areas besides the towns and cities, “It is in the hands of medical fraternity especially younger generation to deliver on the ground”. 
Minister for Health and Medical Education, Mr. Sham Lal Sharma was also present on the occasion.
The Chief Minister referring to the demands presented by Swami Prem Vivekanand Ji on behalf of President, ASCOMS, Swami Chandra Ji in his welcome address, said that he would look into these and discuss with the concerned for appropriate action.
Swami Ji in his welcome address highlighted certain matters pertaining to the supply of drinking water, fee reservation, allotment of land, etc. He also thanked the Chief Minister on behalf of the management and the society of ASCOMS. 
The Director and Principal of the Institution Dr. V. K. Gandotra in his annual report said that 800 graduates and 36 post-graduates have passed out from the institution. He said that the institution also runs a Nursing School with seven branches with intake capacity of 100 seats. He said the school is in the process of upgradation to the Nursing College. He said the faculties of this institution have also made a mark on the national scene adding that the contributions of the members of various disciplines of this institution find place in the national and international scientific journals 
Earlier, Chief Minister visited various units of the hospital and inspected the health care facilities being provided to the patients there.
Among others, Vice Chancellor, Jammu University Prof. Varun Sahani, Vice President Shree Chander Chinar Bada Akhara, Udasin Society, Mr. Dharamvir Batra, former Deputy Chief Minister, Mr. Mangat Ram Sharma, Principal Government Medical College, Jammu Dr. Rajinder Singh, trustees of the college, faculty members and students were present on the occasion.

POLLING DAY: one must not shy away: 45% voter turnout recorded in 2nd phase






 Udhampur witnesses incident-free polls, 
57% cast vote for Bhaderwah Assembly bye-poll 

Chief Electoral Officer (CEO), J&K, Mr. B. R. Sharma today said that polling in Udhampur Parliamentary constituency (PC), which went to polls in the second phase of the five-phased Lok Sabha elections, was peaceful and incident-free and added that tentatively nearly 45 per cent voter turnout was recorded, which is the same as in 2004 polls. He also said that 56.78 per cent polling was recorded for Bhaderwah Assembly seat, where bye-poll was held along with the Parliamentary elections today. Addressing a largely attended press conference here this evening, which was also attended by Divisional Commissioner, Jammu, Dr. Pawan Kotwal and IGP, Jammu Zone, Mr. K. Rajendra, Mr. Sharma said that the elections in the constituency were challenging because of the geographical area involved as well as security-related inputs. “We used two MI 17 and one Cheetah choppers to induct poll parties to remote areas like Marwah and Dachan”, the CEO said.
In order to ensure free, fair and transparent elections, the CEO said that about 421 Micro Observers were deployed, besides 33 videos installed. “Out of over 1900 polling stations, Micro Observers were deployed in 25 per cent of the polling stations”, he said, adding that deployment of Micro Observers helped in fully coordinating the elections process in the constituency.  
Mr. Sharma said that for the first time real-time information was available because comprehensive multi-level Communication Plan was put into place across all the polling stations. “Smooth flow of information was possible which allowed us to talk to various Presiding Officers”, he said, adding that absolutely incident-free polling was possible due to micro-level management of security forces and the police.
The Chief Electoral Officer said that only 12 EVMs were replaced across the Parliamentary constituency, attributing it to the effective training of the polling staff. He also said that zero per cent polling was recorded in one polling station at Sarthal, in Kathua district, which was set up for migratory electors. 
Giving details of the poll percentage recorded in the six districts of Udhampur PC, Mr. Sharma said that Kishtwar recorded 48.32%, Doda 45.41%, Ramban 33.02%, Reasi 43.91%, Udhampur 39.60% and Kathua recorded poll percentage of 51.57. Similarly, while giving detailed break-up of Assembly segment-wise voter turnout, Mr. Sharma said that Kishtwar recorded 55 per cent, Inderwal 42, Doda 33, Bhaderwah 57, Ramban 33.50, Banihal 33, Gulabgarh 46, Reasi 42, Gool-Arnas 45, Udhampur 41, Chenani 41, Ramnagar 37, Bani 45, Basohli 55, Kathua 54, Billawar 47 and Hiranagar recorded 53 per cent voter turn out.
For Bhaderwah Assembly bye-poll, a total voter turn out of 56.78 per cent was recorded, which is lower than the Assembly elections 2008 when 65.29 per cent voter turnout was recorded. 
The Chief Electoral Officer said that these were provisional figures as final figures will be available only after receiving Presiding Officers’ diaries from all the polling stations of the constituency.
In reply to a question, Mr. Sharma said that the CEO’s office will try to remove whatever errors exist in electoral rolls.  
While replying to another question, the Chief Electoral Officer said that after successful completion of elections in Jammu division, some forces will be diverted to Kashmir to strengthen the security grid.  
Speaking on the occasion, Mr. Rajendra said that proper coordination between Central and State forces and timely action on intelligence inputs allowed peaceful conduct of polls in the Udhampur Parliamentary elections. He said that constant shaking up of the area was undertaken to ensure that no untoward incident takes place in the area.  

As day progressed, so did the polling

As polling came to an end in the six districts of Kishtwar, Ramban, Doda, Reasi, Udhampur and Kathua in the Udhampur Parliamentary constituency, hectic election scenes were witnessed at all the 1,972 polling stations. Though electors were slow in turning up at the polling booths initially, but as the day progressed, so did the polling.
In the hilly districts of Reasi, Doda, Ramban and Kishtwar, voters were seen reaching the polling stations trekking large distances by foot to cast their votes. In Bhadarwah Assembly segment, where bye-polls were being held along with the Lok Sabha elections, enthusiasm among voters was comparatively higher than the other Assembly segments with people queuing up in long lines to elect their representative in the Assembly and the Parliament.
In Udhampur and Kathua also, despite rising mercury, people kept their date with democracy and steady turnout was reported in almost all the Assembly segments.
Defying scorching summer heat, electors were seen queuing up outside the polling stations to exercise their franchise across all the six districts of Kishtwar, Doda, Ramban, Reasi, Udhampur and Kathua in Udhampur Parliamentary constituency today.
The young voters, motivated by extensive media campaign on exercising their right to vote, were conspicuous by their presence outside the polling stations. Ms. Meenu Gupta, first-time voter, standing outside the polling station Bal Niketan-A001, located at High School, Kishtwar reflected the spirit of young India. When quizzed about her experience, she said, “Voting gives us the right to elect our representatives who would take decisions for us. One must not shy away from it.” Another first-timer, Ms. Vina Devi was among those to cast her vote by 9.15 a.m. at 8-C PS, set up at Boys Primary school, Lawang-Alwa in Bani Assembly segment of Kathua district.
Likewise, Ved Singh, 22 was the first time voter to cast his vote at polling station-33 at Government High School, Batroo-Ramsoo in Ramban Assembly segment. Another first-timer, Mr. Mohammad Azim Banday from Kalwanti cast his vote at PS-63 in Ramnagar Assembly segment. Among the first-timers also, the enthusiasm among women voters was more visible.
Reflecting the unflinching faith of voters in democracy, the centurions matched the enthusiasm of young in coming out to cast their votes. At several polling stations across the constituency, old men and women outnumbered the young in coming out to vote. 100-year-old Mr. Ghulam Mohammad cast his vote at PS-88 in Basohli segment while Mrs. Sukh Devi, 100, cast her vote at PS-72 at Boys Middle School, Mahore in Gulabgarh segment. Escorted by her relatives, 105 year-old Mrs. Giano Devi proudly displayed her voting sign after coming out of the polling station 31-A at Middle School, Bani.  
Interestingly, the senior citizens were clearly ahead of their young counterparts among those who were first to cast their votes at the different polling stations. Mr. Saloo Ram, 85 was the first to cast his vote at PS-B-4 at Boys MS, Roulka in Bani segment. Another, Mr. Isher Dass, 85, was the first to cast his vote at PS-18 Amrota Girls Primary School.
Physically-challenged, 80-year-old, Mr. Ghulam Mustafa was the first voter to cast his vote at PS-11-K at Animal Husbandry department in Kishtwar. 
Similarly, Khursheeda Begum, 74, was the first voter to cast her vote at PS-4 in Primary School at Kharpara, Banihal.

Chief Minister Mr. Omar Abdullah arrived here today after performing Umrah in the sacred city of Makkah in Saudi Arabia. He had proceeded for the holy pilgrimage on April 18, 2009.

The Chief Minister was warmly received by a large number of people from a cross-section of society at his residence here who had come to felicitate him on returning from the holy pilgrimage. 
A large number of National Conference workers, headed by the Provincial President, Jammu province, Mr. Rattan Lal Gupta, also felicitated Mr. Abdullah. These included party legislators, ex-legislators, senior leaders, office bearers and members of Youth & Women’s Wing.
The people presented bouquets to the Chief Minister who thanked them for their love and felicitation.
In his brief speech, the Chief Minister said that he had gone to the holy land to thank Almighty Allah for providing him the opportunity to serve his people and during his pilgrimage he prayed for the well being of the people of the State and return of peace and prosperity in Jammu & Kashmir.  
Mr. Abdullah thanked his party workers for running a successful election campaign in Jammu province for the ongoing Parliamentary elections in the Jammu Division and urged them to work harder for the next phases of election in Kashmir division. He said the party workers ran the election campaign with dedication and it had created a good atmosphere for the coalition parties to work together in the coming years. He said the party was working single-mindedly to win the three Lok Sabha seats in Kashmir valley. The Chief Minister Mr. Omar Abdullah was also accorded a warm reception by the J&K Non-Gazetted employees Union led by Mr. Nazir Ahmed Mir , Mr .Gh. Mehdi and Mushtaq Hussain Khan at the Civil Secretariat on his arrival in his office after performing Umrah.




Omar not to use Hari Niwas as official residence

Complex transferred to H&P for maintenance and use

As the Chief Minister, Mr. Omar Abdullah has decided not to use Hari Niwas in Srinagar as his official residence, the matters pertaining to its maintenance were discussed at a high level meeting chaired by the Chief Minister here today. 

The meeting was attended by the Chief Secretary, Mr. S. S. Kapur, Financial Commissioner, Planning, Mr. S. L. Bhat, Principal Secretary to Chief Minister, Mr. Khurshid Ahmad Ganai, Commissioner/Secretary, Finance, Mr. Sudhanshu Pandey, Commissioner/Secretary, General Administration Department, Mr. Basharat Ahamad Dhar, Commissioner/Secretary, Forests, Mr. Shant Manu, Chief Warden, Wildlife, Mr. A. K. Srivatsav, Director Hospitality and Protocol, Director Estates and other senior officers. 
The meeting decided to transfer the Hari Niwas to Hospitality and Protocol Department for its maintenance and use. 
The Chief Minister said that he is not using the Hari Niwas as his official residence as such it should be properly managed and utilized as an asset of the State. He stressed on making the Hari Niwas complex self-sustaining and revenue generating asset. “It can be utilized for holding high- level conferences and as a VVIP guest house”, he said, adding that a model for managing Hari Niwas and charging differential tariff for providing accommodation to the guests staying there should be worked out as per the location, ambience and facilities available.

Lambasting the leaders of BJP for communalizing the peaceful atmosphere for the pity Vote bank, Senior People Democratic Party (PDP) leader Prof. Shohab Inayat Malik said that before hanging Afzal Guru, leaders like Narender Modi and LK Advani and Bal Thakria should be punished because these leaders are hell bent to create wedge between the people of this country. Prof. Shohab said this after conducting massive tour of Bhaderwah Constituency to garner support in favour of PDP candidates for both assembly as well as Lok Sabha candidates. He said that to maintain the centaury long ethnic and cultural bond of India, these is a need to punish these leaders. “These peoples are repeatedly raising the issue of Afzal Gura, but these leaders are more dangerous then Afzal Guru because they have put a blot on the democracy of India by sponsoring the communal violence and hatred in Gujrat and Ayodhya ,” he said adding that if these leaders were not alienated they will be more dangerous for the democracy of this country in coming time.
While suggesting National Conference leaders to join PDP, Prof. Shohab said that NC is suffering badly due to the lack of leader ship and Dr Farooq Abdullah contesting election fourth time in a row clearly indicates that the future of the National Conference is on stake. “NC has became a party which has no policy and programme and it is due to the lack of leadership in the party. It will be batter for NC leaders to join PDP and work under the leadership of Mufti Muhammad Sayeed to bring peace and stability in Jammu and Kashmir state,” he said adding that since the National Conference has taken over the state, all the developmental works have come to standstill which clearly reflects the lack of coordination among coalition partners.  
Prof Shohab further urged the voters of Doda district to cast their vote in favour of People Democratic Party candidates Balbir Singh from Doda Udhampur Parliamentary Constituency and Sheikh Majeeb Ali from Bhaderwah Assembly constituency. “PDP is emerging a force in the state and people irrespective of caste, colour and creed are joining the party,” he said adding that people of the state voted in large number to the PDP candidates during the assembly election and emerged as big political force in the state. 
“Mufti Muhammad Sayeed provided job opportunity to the unemployed youths of the state and started various developmental work in every nook and corner of the state,” he said

PDP creates fear-psychosis to arrange pre-poll rigging: Rather

‘Puts blames of its commissions on others’
Castigating PDP for creating fear-psychosis in the minds of people in Kashmir, the senior leader of National Conference and Minister for Finance, Law and Parliamentary Affairs, Mr. Abdul Rahim Rather, Wednesday said that the leadership of this party is habitual of spreading rumours and creating doubts to arrange pre-poll rigging in their favour. 
Speaking party workers here this morning, Mr. Rather said that PDP in 2002 Assembly Elections practiced the same tactics forcing the large number of National Conference vote bank to remain in houses and not to exercise franchise. 
“This party is again trying the same game plan in the current Lok Sabha elections to grab power, but, people are wiser enough to fall prey to the mischievous net PDP has cast to led astray voters. This party has a tradition of speaking lies repeatedly in an attempt to mislead public and fish in troubled waters”, he said adding that PDP’s past history is testimony of the double standards it has made its trait.
Mr. Rather said emotional blackmailing, hallow sloganeering and propagandist approach has been characteristics of this party. “At one hand PDP leadership is out to fan the emotions in Kashmir on sensitive issues and on the other it is in league with BJP to safeguard BJP’s interests in Jammu and Kashmir”, he said adding that the unholy nexus between the duo came to fore at the time of election of MLCs to the State Legislative Council.  
The Minister ridiculed the PDP’s approach for raising fingers and finding faults in others. He said that the leadership of the party has become habitual of speaking lies on the top of their voice, but, people understand this vote bank tactics. He said that people are aware that the PDP during its power let loose the reign of corruption, nepotism and scandals. “People received heating touch instead of healing touch and unemployment problem reached to new heights despite the promise of PDP to provide two employments to each household”.
Mr. Rather said the only thing which happened during PDP’s rule was that the leadership of this party became richer and richer and general public poorer and poorer. He said the edifice for the economic reconstruction and political stability laid by the National Conference Government after winning 1996 Assembly Elections, was destroyed by the PDP Government and this party made hatred against National Conference its manifesto instead of providing relief to the people on various counts. “The PDP worked in league with BJP to scuttle the Autonomy proposal projected and piloted by National Conference”, he added.
Mr. Rather asked the people to be aware of the tactics and politics of PDP and reject its game plan for power grab, for the larger interests of people of Jammu and Kashmir and lasting peace in the sub-continent.

Kashmir University , NASSCOM launch Talent Assessment Initiative

2000 students to be assessed; Varsity reviews overall process 
Kashmir University and the National Association of Software and Services Companies (NASSCOM) on Wednesday launched the Talent Assessment Initiative for the varsity students to enable them to built successful careers in various areas. 
The Initiative called ‘Global Talent Track’ shall assess students on various skills, identify their strength areas. The students shall have to undergo the Talent Assessment Test in categories like Engineering, Computer, Information Technology, Arts, Social Sciences, Science, Commerce and Business Administration. 
The assessment process shall start this week for about 2000 students, who shall be assessed with the help of assessment tools. Based on assessments, students will be provided with developmental feedback in terms of career options and possible developmental tools to sharpen their skills and boost up confidence.
Based on the Talent Assessment Report, the GTT will recommend suitable courses for students of the University. Once recommendations are accepted, GTT counselors would provide feedback on the outcome of talent assessment and the courses for which they would enroll. 
The registration process can be done on the website, www.gtterp.com . 
To review the whole process, the Kashmir University authorities and academics on Wednesday held an extensive meeting, which was chaired by the dean, Academic Affairs, Prof Aziz-ul-Azeem. The discussion for the meeting was opened by Director EMMRC Dr Shahid Rasool and after wards the members had a threadbare discussion . It was decided that the varsity shall be identifying students and providing computer labs for conducting the tests besides other necessary infrastructure and manpower.
The KU’s controller of examinations, Prof A M Shah, also represented the varsity as Registrar during the meeting. Among others present in the meeting included Prof M A Qureshi, director IQAC; Prof M A Sahaf director Business School; Dr Meraj ud Din, director IT, KU ; Prof A. World Earth Day celebrated in Valley

In connection with celebration of World Earth Day, the Jammu and Kashmir State Pollution Control Board (SPCB) organized 2 mega events in Srinagar today. 
To mark the day, a green march was organized by the school children drawn from a large number of Eco-Clubs and members of J&K Scouts and Guides from Nishat to Habbak. The march was flagged off by Commissioner, Srinagar Municipal Corporation, Khawaja Farooq Ahmad Renzu in presence of Regional Director SPCB, Mian Javeed Hussain and senior officers of various departments.
More than 2500 students, Scouts and Guides participated in the Green March, displaying play cards and banners with catchy slogans for protection of natural resources of the Valley, particularly lakes, rivers, water bodies, mountains, meadows and forests.
The Commissioner SMC urged the youth in particular and public in general to work for the protection and conservation of environment by making active contribution in this noble cause through their sincere and dedicated efforts.
A large number of people all along 6 km stretch witnessed the Green March.
Later, a seminar was held at Kashmir University on the theme, “Don’t over burden the Mother Earth with Polythene”.
Dean Academic Affairs, Prof. Aziz-ul-Azeem was the chief guest while Commissioner SMC, Kh. Farooq Ahmad Renzu, Regional Director SPCB, Mian Javeed Hussain and Prof. Mufeed Ahmad were also present.
In his address, the chief guest dwelt upon the hazards of polythene saying that it was the responsibility of the entire society to avoid using polythene in their day-to-day life. He said the Dal Lake is getting polluted day by day mostly due to polythene.
On this occasion, an Eco-Friendly Website was also launched. A publication of renowned Environmentalist Mr. M.S. Wadoo titled ‘Meri Khahanee’ was also released by the chief guest. The environmentalist has also the credit of having discovered the oldest chinar in the valley.
