JK achieves milestone of providing more than 440 services online

  • Auto-appeal and RAS ensuring timely delivery and public feedback about services

JAMMU: Continuing its march on the path of providing E-governance to its citizens J&K has been successful in providing nearly 444 services online including all the major services commonly availed by the people. The information was revealed today in a meeting held by Chief Secretary, Dr Arun Kumar Mehta with the Administrative Secretaries of all the departments.

On the occasion, Dr Mehta commended the IT Department for working tirelessly towards ‘Digital J&K'. He impressed upon them to continue the momentum and make each and every service provided to the citizens in digital mode for ease of living and eradication of corruption. He told them to usher the UT into an environment where its citizens would carry offices in their pockets and avail any services without having to physically visit any of the office.

SRINAGAR: In order to provide basic banking services in  rural areas of UT of J&K, Jammu Kashmir Rural Livelihoods Mission (JKRLM)  in collaboration with J&K Bank took a historic decision of engaging women Self Help Groups members in the banking sector as Business Correspondent (BCs) for last mile delivery of banking services in unbanked & under-banked areas of UT of J&K.

As many as 41 SHG members have been engaged as Banking correspondents (BCs)in the unbanked GPS across the UT of J&K. Deputy General Manager J&K Bank  Manju Gupta, AGM Rafi Ahmad Mir ,District programme Managers Financial inclusion JKRLM, and other senior official were also present on the occasion.

SRINAGAR: With a view to improve the effectiveness of the day to day Governance and make public services delivery mechanism face-less, paper-less, seamless  and hassle free in a prompt manner, a workshop /interaction session for District and Sectoral Officers of Srinagar District was held at Meeting Hall of DC Office Complex here on Tuesday.

The programme was presided over by Deputy Commissioner Srinagar, Mohammad Aijaz Asad while Advisor, IIT Jammu Professor Manoj Kumar Aggarwal was the Chief Guest on the occasion. During the interaction various aspects outlining the agenda of the interaction programme were deliberated upon threadbare including improvements seeming in citizens service delivery system, e-Office and e-Governance initiatives taken by Government, effectiveness of citizen’s participation on Jan Bhagidari Portal, besides early hiccups and redressal strategies.

Skilling of youth key to deal with unemployment: Dr Mehta

  • Asks youth to come forward to seek skills for self employment to earn their livelihood

JAMMU: Chief Secretary, Dr Arun Kumar Mehta Tuesday remarked that the skilling of youth in relevant trades is the key to tide over the problem of unemployment in the UT. Dr Mehta was speaking in a meeting to discuss the ways and means of skilling and capacity building of youth with the stakeholders. The meeting was attended by Principal Secretary, Skill Development Department (SDD); Commissioner Secretary, RDD; Director IIM, Jammu; Deputy Commissioners; MD, NRLM; Director, SDD; representatives from Banks and other concerned officers.

On the occasion, Dr Mehta impressed upon the officers to map skill gap in districts as per employment potential   and expected areas of investment. He asked them to impart skills to every youth as par aptitude and willingness. He called for imparting skills that are relevant in the market and help the person in gainful employment.

Mock drill for COVID preparedness conducted across J&K

JAMMU: Keeping pace with other parts of the country, healthcare institutions of Jammu and Kashmir today conducted mock drill regarding Covid preparedness to assess the key facilities and logistics requisite to deal with any emerging situation due to the pandemic. Secretary, Health and Medical Education Department, Bhupinder Kumar, monitored and supervised the conduct of Mock Drill exercises conducted across the UT to check the functionality in respect of key facilities and logistics for COVID management in healthcare institutions.

After reviewing the status of activities carried out at different healthcare institutions and assessing the data uploaded on the national portal, Secretary expressed satisfaction over successful completion of mock drills carried out by the healthcare institutions and their preparedness for the COVID. The exercise included checking of Oxygen General Plants installed at different locations, availability of machinery and equipments, availability of drugs, diagnostics and other COVID logistics. All the healthcare institutions were found to be in the state of preparedness to tackle any upsurge of COVID cases in the UT of Jammu and Kashmir.  

LG’s Mulaqaat: Lt Governor interacts with citizens during Live Public Grievance Hearing

JAMMU: Lieutenant Governor, Manoj Sinha heard grievances of people and issued direction for their appropriate redressal during “LG’s Mulaqaat”- Live Public Grievance Hearing programme, at the Civil Secretariat today. The Lt Governor sought details of complaints received on JKIGRAM portal from the concerned deputy commissioners, senior officials and directed for prompt redressal of grievances in a transparent and effective manner.

“Grievance disposal mechanism should be constantly upgraded with the help of technology to fulfill aspirations of people and to resolve issues within a time-frame. We have been realizing very satisfactory results and need to work with complete dedication to provide the necessary services to the citizens equitably with ease,” the Lt Governor said.

6th NCORD Committee meeting held at Doda, RDD to declare drug abuse free Panchayats in consultation with PRIs

DODA: The 6th Narco Coordination (NCORD) Committee meeting was held here in the DC office Doda the other day to review the action taken by the designated members and to formulate the future course of action to eradicate drug abuse in the district. District Magistrate (DC), Vishesh Paul Mahajan chaired the meeting virtually. ADM (ADC), Dr R K Bharti read out the decisions taken in the previous meeting and reviewed the progress made, action taken and bridging of delivery gaps by the intending departments.

Senior Superintendent Police, Abdul Qayoom, who is also the convener of the Committee, presented the latest scenario in the district regarding control on drug addiction and drug trafficking. He also presented the agenda of the meeting. The SSP informed the Committee that mass level awareness camps have been conducted in the district. Under operation Pathshala, 210 awareness programmes on hazards of drug menace were conducted in the schools of the district during the current calendar year, till date, he informed.

SWD, DLSA impart awareness on "Gender Sensitization & Sexual Violence Prevention" at Bhaderwah

BHADERWAH: District Social Welfare Department (SWD) Doda, in collaboration with District Legal Services Authority (DLSA) today organized a special awareness drive on "Gender Sensitization and Sexual Violence Prevention" with special emphasis on Sexual Harassment of Women at Workplaces (Prevention, Prohibition & Redressal) Act, 2013.

About 100 persons were present in the event organised in the Community hall Bhaderwah under the supervision of District Social welfare officer Tariq Qazi and Secretary DLSA Bhaderwah, Mudasar Farooq and officials of District Hub for Empowerment of women, Mission Shakti Dr. Sanya Khan, Humerah Balwan and Kewal Krishan.

DDC Rajouri launches four-day orientation program on Jal Jeevan Mission for PRIs

RAJOURI:  District Development Commissioner, Rajouri, Vikas Kundal today launched a four-day orientation program on the Jal Jeevan Mission for the PRI members of the district. JJM is an ambitious program that seeks to provide tap water to every rural household in the country by 2024. The workshop is being organized by ISA, KRC-Himalayan Institute Trust—Dehradun, in collaboration with the district administration.

The main objectives of the workshop are to discuss and review the progress of the Jal Jeevan Mission, identify issues and challenges faced in the implementation and seek suggestions from the civil society to address the issues hampering the successful implementation of the scheme on the ground. The workshop would also provide an opportunity to share success stories/suggestions that might provide some learning for other stakeholders in the implementation process.

DDC Rajouri reviews implementation of spurring entrepreneurship initiative of Mission Youth  

RAJOURI: District Development Commissioner Rajouri, Vikas Kundal today presided over a meeting of the concerned officers to review the implementation of spurring entrepreneurship initiative of the Mission Youth in the district.

At the outset, the DDE, Qadeer Ul Rehman informed that under the spurring entrepreneurship scheme, the youth in the age group of 18 to 40 years are given financial assistance between Rs 2.0 lakh to Rs 20 lakh for creation or expansion of existing business venture within J&K with special focus on high growth entrepreneurship through business development plan competitions. He also informed that there was also scope of Rs. 2 lakh sub intervention.

PSPS College for Women celebrates National Mathematics Day

JAMMU: Department of Mathematics, Padam Shri Padma Sachdev Government PG College for Women, Gandhi Nagar Jammu celebrated National Mathematics Day. Principal of the College, Prof Minu Mahajan was the chief guest at the event. The program started with 'Saraswati Vandana'. Dr. Rahul from the Department of Music presented the song 'zero diya mere Bharat ne'.

SRINAGAR: To review the different steps taken to curb the drug abuse and narcotic trade in Srinagar, a District Level Committee of Narco Coordination Centre (NCORD) was held today under the Chairmanship of the Deputy Commissioner Srinagar, Mohammad Aijaz Asad here at Conference Hall of the DC Office Complex. At the outset, the Deputy Commissioner discussed threadbare various issues related to menace of drug addiction, areas of concern, hot spots of drug peddling/abuse besides, measures undertaken to break the chain of drug peddling and its consumption in the District to save youth from the ill effects of the drugs.  

The Deputy Commissioner also held deliberations with regard to activation of Digital Interface for faceless Consent by  victims of drug abuse for Tele Counseling and Rehabilitation. On the occasion, the DC stressed upon the Officers of all the line Departments including Enforcement agencies to ensure better coordination in enforcing greater deterrence to combat dangerous trade of drug-trafficking. He said that efforts with Cooperation, Coordination and Collaboration are vital to contain the drug peddling and break the supply chain, besides taking stringent action against the culprits involved in the hazardous trade of drugs.

NHM releases ranking of Public Health facilities on JK w-Sahai November 2022

JAMMU: Jammu and Kashmir National Health Mission today releases ranking of Public Health facilities on Hospital Management Information System (JK e Sahaj) for the month of November, 2022. In first phase of implementation, 578 facilities have been covered under this initiative and will be further extended to other facilities in a phased manner.

In the category of Associated Hospitals of Government Medical Colleges the first rank has been clinched by Chest Disease Hospital Jammu followed by AH GMC Baramulla, Government Dental College Srinagar, Psychiatric Disease Hospital, Jammu and AH GMC Rajouri. Bottom five in this category included Kashmir Nursing Home, Srinagar; Children Hospital Bemina, Super Speciality Hospital Jammu; GMC Kathua and AH GMC Doda.

BF.7 variant unlikely to cause new wave of Covid-19: DAK

SRINAGAR: Doctors Association Kashmir (DAK) on Monday said BF.7 variant is unlikely to cause a new wave of Covid-19 in our population. “BF.7 is not a cause of concern for us and there is no need to worry about it,” said DAK President and Influenza expert Dr Nisar ul Hassan. Dr Hassan said BF.7, the variant driving China’s Covid surge is a sublineage of the BA.5 subvariant of omicron.

First detected in Febrauary 2021, BF.7 has been in circulation for last 22 months across 91 countries without much impact. The prevalence of the variant in sequenced samples has remained below 0.5% worldwide. “India detected its first case of BF.7 in July this year and it has not contributed significantly to Covid cases compared to other simultaneously circulating Omicron sublineages,” he said.

Won’t allow Abdullah’s, Mufti’s & Gandhi’s to bring Kashmir back to 90’s: Tarun Chugh

Team of officers inspect Educational Institutions, take stock of services being provided by different Deptts

REASI: As a part of the Good Governance Week, a team of officers comprising District Information Officer, Reasi, Rajinder Kumar  Digra & BDO,  Naresh Kumar  Sharma, today inspected different educational institutions including GGHSS Reasi, GBHSS Reasi and Kambal Danga School. 

They  also interacted with the public and took stock of the services being provided to them by different departments under the weeklong celebrations of the Good Governance Week. While   highlighting the Grievance Redressal Mechanism, they said that the launch of JKIGRAMS has brought accountability, transparency and access of the public to the highest level in the Government for seeking timely redressal of the grievances.  They also interacted with students and advised them to stay away from drugs and focus on future plans and career opportunities to excel in academics and sports.

Secy Mining holds B2V4 review meeting-cum-grievance redressal camp at Panchayat Ghar, Smailpur

JAMMU: Secretary Mining, Amit Sharma who is mentoring Smailpur Panchayat under B2V4 Programme today conducted a review meeting-cum-grievance redressal camp at Panchayat Ghar, Smailpur in Bari Brahmana Block of the district and took onspot assessment of grievances and issues raised by the public there. During the meeting, the Secretary held detailed review on the progress of the decisions arrived at in the last B2V4 meeting. During the meeting, he gave on spot directions to officers of different departments regarding timely resolution of grievances raised by the residents of the Panchayat.

Later, during the grievance redressal camp, Amit Sharma cautioned public against the re-emergence of Covid threat and told them to take best precautionary measures especially following social distancing norms and using masks in crowded places. Further, he also advised them to avail all public services online through mode with the help of CSC Centres and directly avail services of all departments without visiting Government offices.

CS takes stock of funding and pace of projects under NABARD

JAMMU: Chief Secretary, Dr Arun Kumar Mehta chaired a meeting to review the performance achieved under NABARD funded projects in Jammu and Kashmir. Principal Secretary, Jal Shakti; Principal Secretary, PWD; DG Budget; Director Finance, CGM NABARD; DGM NABARD; and representatives from Animal Husbandry and Agriculture Departments were present in the meeting.

On the occasion, Dr Mehta asked the departments to ensure full  utilization of the entire amount of Rs 1500 Cr by the end of this fiscal to create durable assets of public utility. He enquired about the utilization certificates and work done claims submitted so far from the concerned departments. The Chief Secretary enjoined upon them to formulate plans  to address gaps within  a week. He urged them to prioritize the projects to be taken up under this budgetary component where other sources of funding are not available. He called for identification of works strictly as  per demand  so that maximum expenditure is fruitful.

SRINAGAR:  All Government Institutes and offices to hoist National Flag on Republic Day directed Divisional Commissioner Kashmir Kashmir Pandurang K Pole today  while reviewing the arrangements for celebration of Republic Day. At the outset, Div Com Kashmir maintained that the main venue of the  function of Republic Day will be SK Cricket Stadium, Srinagar and asked all the departments to make arrangements accordingly.

Div Com visits Shiv Khori, takes stock of developmental works around Shrine area

REASI: Divisional Commissioner Jammu, Ramesh Kumar, who is also the Chairman of Shri Shiv Khori Shrine Board, today conducted an extensive tour of Ransoo/Shivkhori area to take stock of ongoing developmental activities and the creation of high-end Tourist facilities in the Shrine area. During the visit along with a team of MS Jindal Steel Works, the Div Com interacted with the pilgrims and staff. He enquired from the staff about the difficulties being faced by them as well as by the pilgrims.

He also discussed new works proposed to be taken up to facilitate the pilgrims coming to the Holy cave shrine in a much better way. He also paid obeisance at Holy Shrine of Lord Shiva Ji at Shivkhori. The Div Com alongwith other concerned officers took a round of shrine area and inspected the progress of all the ongoing works executed there. Advisor Bhatnagar inaugurates 10 day Exhibition- ‘Gandhi Shilp Bazaar’ at Jammu

JAMMU: Advisor to Lieutenant Governor, Rajeev Rai Bhatnagar today inaugurated ‘Gandhi Shilp Bazaar’, a 10 day Exhibition cum sale of Exquisite Handicrafts at Bahu Plaza, Gandhinagar here. The Exhibition has been organised by Rural Artisans Welfare Society and sponsored by Development Commissioner Handicrafts, Ministry of Textiles, Government of India.

Addressing the participants, Advisor Bhatnagar said that this Shilp Bazar is a first of its kind event being organised at Jammu and therefore it will provide a significant platform for the rural artisans from all over India to showcase their products to the general public. He added that this exhibition will also contribute towards the economic development of Artisans. The Advisor further said that Handicrafts are part of our rich cultural heritage and reflects our centuries old traditions and values for which our country is known across the globe. He added that the event reflects the vision of our Prime Minister, Shri Narendra Modi under ‘Vocal for Local’ and ‘Atma Nirbhar Bharat’.

Application for grant of pension under ISSS be submitted online: Deptt of Social Welfare

SRINAGAR: The Department of Social Welfare today informed the public that the application for grant of pension under the Integrated Social Security Scheme (ISSS) shall be submitted online and the beneficiaries are no longer required to visit the offices of the department of Social Welfare. As per a communiqué issued here, it was given out that the Department of Social Welfare had already accorded sanction to the implementation of the Jammu & Kashmir Integrated Social Security Rules 2022 vide Order No: 156-JK(SWD) of 2022 dated 08 September, 2022 as per which application for grant of pension under the ISSS shall be submitted online.

SRINAGAR: The Directorate of Food, Civil Supplies & Consumer Affairs (FCS&CA) Kashmir today celebrated National Consumer Rights Day on 24th December, 2022 with the theme “Effective Disposal of Cases in Consumer Commissions” at Tagore Hall, here. This day is celebrated across the country to commemorate the day when the Consumer Protection Act came into being in the year 1986. Divisional Commissioner (Div Com) Kashmir, Pandurang K.Pole was the Chief Guest on the occasion.

The programme was attended by Officers/ officials from District Legal Service Authority Srinagar, District Redressal Consumer Commission, Department of Food Safety and Standards Kashmir, representatives of various trade organizations including manufacturers and sellers. Addressing the gathering, Div Com appreciated the efforts of the department to initiate a wide range of transparency measures. He specially highlighted the role of the department in distribution of food grains in a most transparent manner through biometric and Aadhar enabled Point of Sale Devices.

New Assessment, Evaluation Scheme to Take Effect from Next Academic Session: Govt

JAMMU: The government has decided to implement the Student Assessment and Evaluation Scheme (SAES) starting with the upcoming academic session, which will require the State Council of Educational Research and Training (SCERT) to develop uniform question papers for all government and government recognized schools.  This decision represents a significant change that will put an end to the traditional examination system.

As per the NEP-2020 examination reforms, the purpose of assessment will change from one that is summative and primarily tests rote memorization skills to one that is more regular and formative, is more competency-based, supports our students' learning and development, and tests higher-order skills like analysis, critical thinking, and conceptual clarity.

Secretary Health discusses modalities for holding Mock Drill to check functionality of facilities, logistics for COVID management

SRINAGAR: Secretary Health & Medical Education, Bhupinder Kumar today convened a meeting regarding Mock Drill to be held on 27th December, 2022 to check functionality in respect of key facilities and logistics for COVID management in healthcare institutions. The meeting was attended by Director SKIMS Soura, Mission Director NHM, Principals of all Medical Colleges, Director General, Family Welfare, MCH and Immunization, Director Health Services Kashmir, Director (Coordination) New Medical Colleges, J&K, Managing Director, JKMSCL, CMOs of all the districts of J&K and other senior officers from Health & Medical Education Department.

Secretary informed that there is need to continue with pre-emptive and pro-active approach to keep a check on possible increase in number of COVID cases in J&K in the wake of increase in positive cases being reported globally. He directed that all the HoDs, in pursuance to the directions issued by the Union Ministry of Health and Family Welfare, shall undertake Mock-Drill exercise across the health facilities in J&K on 27th December, 2022 at 09:00 am to ensure operational readiness for management of COVID with specific focus on Oxygen Plants, Ventilators, logistics and human resources. The status of the mock drill shall be entered facility wise in the COVID India portal on the same day, he said adding that this exercise shall be supervised by the HoDs of Health and Medical Education Department.

Union Power Secretary chairs 16th meeting of RDSS Monitoring Committee

NEW DELHI:  Union Secretary of Power, Alok Kumar, today chaired 16th meeting of the Monitoring Committee of Revamped Distribution Sector Scheme (RDSS). Joint Secretary (UT), Ministry of Home Affairs; Chairperson CEA;   Principal Advisor Energy, NITI Aayog; CMDS of REC/PFC/PGCIL from central government and Principal Secretary PDD, H.Rajesh Prasad; Managing Director KPDCL, Yasin M Choudhary besides Managing Director JPDCL,  Shiv Anant Tayal from J&K UT attended the meeting.

Union Secretary had detailed review and discussion on salient features of RDSS and was apprised of progress on the RDSS scheme implementation by KPDCL.  He discussed and took stock of action plan for reduction of AT&C losses to 12-15 per cent by 2024-25 and reduction of ACS-ARR gap to zero by 2024-25. Union Secretary was informed about the development of smart metering projects and loss reduction schemes viz-a-viz LT AB cabling under RDSS scheme of KPDCL.

JAMMU: In a meeting with health experts Chief Secretary, Dr Arun Kumar Mehta was today assured that there is no need to panic in view of rising Covid-19 cases in neighboring countries as no surge have been reported so far in the UT. The meeting was attended by the Divisional Commissioners; Secretary, Health; Director SKIMS; Principals of Medical Colleges and Heads of Medicine and other experts from the Medical Colleges.

Dr Mehta enjoined upon all these health experts to take preemptive measures so that the administration is fully prepared to meet any contingency. He asked them to activate all the Covid testing facilities so that any person desiring to test finds the facility nearby. He impressed upon them to create ample awareness among public so that no unnecessary scare is created among them.

J&K first to launch online audit application for its line departments

JAMMU: Chief Secretary, Dr Arun Kumar Mehta today launched the online application for conducting statutory audit of accounts of it's line departments. The meeting was attended by the Principal Secretary, Jal Shakti; Principal Secretary, PWD; Commissioner Secretary, IT; DG Budget; DG Audit & Inspections and other concerned officers.

Dr Mehta commended the local Audit department for developing this facility. He observed that it will make the process easy and more focused. He advised the department to keep balance between post audit and concurrent audit of  accounts. The Chief Secretary remarked that the system should be made more reliable and productive in terms of outcome. He asked them to forward the new audit manual which includes e-audit to all the offices so that they are made aware about the new systems.

Div Com inspects progress on Chenani Sudhmahadev road, Yoga Centre in Mantalai

UDHAMPUR: Divisional Commissioner, Ramesh Kumar on Friday conducted an extensive tour of  Chenani Sub division of the district Udhampur and inspected progress on Chenani Sudhmahadev road and International Yoga Centre in Mantalai. The Div Com was accompanied by Director Tourism Jammu, Vivekanand Rai; Deputy Commissioner, Udhampur Krittika Jyotsna; Chief Engineer PWD, P.C Tanoch; Chief Engineer, Jal Shakti Department, Himesh Kumar; Additional Deputy Commissioner, Mohammad Syed Khan; CEO PDA, Sher Singh; SDM Chennai and other officers of different department.

En-route, the Divisional Commissioner inspected the 16 Kilometer Chenani-Sudhmahadev NH-244 Road being executed by NHIDCL. The officers of NHIDCL apprised the Divisional Commissioner about the present status of work on the 16.6 km road. It was informed that over 75 percent work on the road has been completed, while work on major bridges was in progress. The Divisional Commissioner directed the Executing agencies to expedite the pace of work on the prestigious road project and ensure its completion within the stipulated time frame.

To ensure social audit of development projects by the people, the Finance Department recently directed all the Drawing and Disbursing Officers (DDOs) to immediately update details of works in rural and urban areas on its Janbhagidari (empowerment) e-portal. It also asked all Deputy Commissioners and Accounts Officers to update these details in respect of works taken under District Capex including that of DDC, BDC and PRI grants.
