PART-5: CORRUPTION, FAVOURITISM RULE EDUCATION DEPARTMENT IN J&K

  • The question raises here that why only to be adjusted in Jammu district and why not in others. Moreover when government is trying to rehabilitate Kashmiri Pundits then why they Fancy Kumari Bhat has been transferred for GHS Ompura Budgam to GHHS Toph Sherkhania.
  • On the top of this list includes the name of a RET/RRET teacher namely Ashwani Kumar from zone Chowki-Choura of district Jammu has been engaged in the Personal Section of the Minister of Health and Floriculture. Similary as reported earlier in the news item of district Kathua we have revealed a name of a teacher namely Kalpana Sharma is working in the PWD Department of Civil Secretariat.
Education Department already has a proper transfer policy as per which
CEOs of KISHTWAR, DODA, RAJORI, RAMBAN HAVE DISRESPECTED THE RTI ACT BY NOT PROVIDING THE INFORMATION SOUGHT.
  • Mid Session transfers/attachments/deployments should be avoided.
  • Minimum stay period of a teacher/master must be 2 years at one place and maximum up-to 5 years.
  • Physically handicap employees must be given some relaxation while adjusting him to any post.
  • Husband and wife if both are working couples should adjust in the same or nearby area.
  • If due to unavoidable circumstance an employee is needed to be transferred, it must not be done without the proper permission from the higher authorities/concerned Education Minister of the state.
  • There is a way out that if after confirmation these RReT should be transferred vacating the post which can also be helpful in engaging the next qualified educated person on that post as ReT there. This will also help in solving many problems like curbing the unemployment, stress and mental strain due to working at same place from past more than 10 years and also do not pose too much  extra financial burden by recruiting the teacher through SSRB.
  • CEO Jammu has honoured the RTI Act in true sense, and provided the information more than the expected from the district Jammu. None other district other than district other than Jammu has provided the information even from the Government High Schools as well as Government Higher Secondary Schools. The list of attachments, deployments and transfers is full of the teachers of other districts of Jammu as well as Kashmir Division who have managed themselves adjusted in Jammu district.

JAMMU: Continuing mission against the mess in Jammu and Kashmir Education Department , continuous and back to back disclosures are being made in the stories with an aim and efforts to aware the masses about the poor policies, favroutism and corruption which are adding to suffering of poor school going children thus making mockery of rules and norms besides haplessness and non-seriousness of higher authorities of the department in implementing the rules in letter and spirit.

PART-4: CORRUPTION, FAVOURITISM RULE EDUCATION DEPARTMENT IN J&K

  • CEO Budgam has replied that none of its official is either on attachment/deployed  or transferred from his district. But as per the documents lying with us, a teacher namely Gurmeet Kour from district Budgam (GHSS Narbal) has been transferred to the GHSS Nowabad of District Jammu.
  • District Baramulla of Kashmir division tops in deploying/attaching or transferring the officials in the Kashmir Division, there are more than 120 of ReT/RReTs, General Line teachers and even contractual teachers who are deployed from their actual place of postings.
  • Chief Education Officer, Kupwara vide their letter No: CEO/K/21252 Dated 29/12/12 and vide No:  2811 - 15 dated 26/12/2012, revealed that there are 38 officials who are attached/transferred from their actual place of postings. These 38 officials include 10 General Line teachers and 28 ReT/RReTs.
  • CEO Srinagar also provided a list of 30 teachers including two RReTs who are deployed or transferred from their actual place of postings. Out of these 30 teachers, 20 teachers of other district are working in district Srinagar.
JAMMU: Continuing our detailed disclosure about the violation of norms, attachments, favoritism and corruption in Education Department, we are making some startling disclosure in this story about different districts of Kashmir. Before we conclude the stories about Kashmir Division, here in this story we are disclosing how attachments have been done in KUPWARA, PULWAMA, BARAMULLA, BUDGAM, SHOPIAN, KULGAM and SRINAGAR districts of Kashmir Division.
All the data, facts and figures we are presenting before you was also submitted to the Administrative Department (Education) which has also decided to take initiatives to cancel the illegal attachments, deployments of the officers/officials and also has directed the director school education, Kashmir, to cancel all the attachments in response to which a formal order vide order No 178 DSEK of 2013 dated 23/01/2013 was issued which reads as “Pursuant to instructions conveyed by the Administrative Department vide letter no EDU-I/36/2013 dated 23/001/2013, sanction is hereby accorded to the detachment of all officers/officials with immediate effect whose attachment order have been issued by this directorate or by the Chief Education officers/Zonal Education officers”.

PART-3: CORRUPTION, FAVOURITISM RULE EDUCATION DEPARTMENT IN J&K



  • CEO Udhampur vide letter no: CEOU/RTI/66/20600-82 dated 10/12/2012 and vide letter number ZEO/D/1824-25 dated 01/12/2012 revealed that 44 employees are either on attachment deployment or transferred and out of these 44 employees, 5 are working in other departments other than their parent department and four are transferred/attached to District Jammu.  These 44 employees who are deployed or attached from their initial place of posting include, 5 – ReTs, 9 – RRTs, 24 – General Line teachers, 4 – Masters and one peon and Junior Assistant each. Out of these 14 ReTs/RReTs – 3  teachers are attached on the directions of the honorable MLA Ramnagar on 14/06/2012, i.e in the Mid Session of the academic session violating the transfer policy of education department in which it is clearly mentioned that transfers in the mid academic session  must be avoided and if needed should be done during the end of the session.
  • CEO Anantnag  vide their letter number CEO/A/PLG/39/35944/12 and CEO/A/PLG/39/35945/12 both  dated 26/12/2012 revealed a list of 53 teachers, mostly general line teachers and masters, who were deployed/transferred  from their actual place of posting to other schools on the name of stop gap arrangements.  One interesting thing is there that out of these 53; 13 are deployed in May, 7 in June, 15 in July, 15 in August and one in September. One the name of stop gap arrangements all these deployments and attachments are done in MID ACADAMIC SESSION.  Out of these 53 teachers, Two RRTs has are transferred out of the district. One to District Pulwama while another is transferred out of the Division, i.e in District Jammu of JAMMU DIVISION.
JAMMU: Moving ahead with our efforts to bring the truth about the so called policies of Education Department regarding the attachments, deployments and transfers for its employees especially ReT and RRTs, we are continuously exposing the education system of our state where blue eyed ReT/RRTs are appointed at one place and before or after regularization are attached, deployed or transferred to other place in zone, district and even division.

PART 3: CORRUPTION, FAVORITISM RULE EDUCATION DEPARTMENT IN J&K

  • CEO Bandipora revealed a list of 36 employees of Education Department in Zone Bandipora and Zone Quilmuqam of District Bandipora. Out of these, one Mr Peer Zada Muzamila Rashid initially appointed as 3rd teacher at BPS Tangdaji has be deployed to district Srinagar in the office of the DIRECTOR SCHOOL EDUCATION , SRINAGAR, KASHMIR from last two years for the computer assignment vide order number DSEK Sgr 2022 DSEK of 2011 Dated 14/10/11, 2408 DSEK of 2011 dated 10/12/11.
  • Similarly in District Kathua of Jammu division, CEO Kathua has  in response to a letter of Director School Education Jammu (Reference Number: DSEJ/RTI/2012/3464-78 dated 4/8/2012) revealed a  list of 28 teachers INCLUDING 21 ReT/RRT AND 7 General Line teachers who are either deployed or even transferred from their actual place of posting to some other school, office and even Civil Secretariat.  A teacher namely Kalpna Sharma has managed entry in PWD Department in CIVIL SECRETERAIT under MINISTERIAL QUOTA while other one namely Mitthu Rani has been transferred to HS Satwari in District Jammu. 
  • If there is a provision of transfer of ReT/RRT on mutual basis then why it is not implemented in other parts as hundreds of married  female RRTs and other  are under deep mental depression and are suffering because of non clear cut directions and policy  from higher authorities.

PART-2: IN J&K EDUCATION DEPARTMENT RULES ARE FOR FOOLS !


  •  Soon we will be publishing the name of the ReT/RRT and General Line Teachers and other employees of Department of Education who are either attached, deployed even transferred from their actual place of posting and are placed in other Zones, Districts and even Division of their comfort .
  •    “ReTs/RRTs posts are school specified and they cannot be transferred from actual place of posting even after their regularization” 
  • 1.      In District Ganderbal which is also the home constituency of our Honorable Chief Minister, in four  zones namely Ganderbal, Tulamulla, Kangan and Hariganwan there are total 39 CRPs and ZRPs which include only 11 General Line teachers and  27 RRTs out of which 17 are repeaters violating all rules and norms.
  • 2.     In District Reasi of Jammu Division Eleven (11) ReT, RRT and 3Rd Teachers out of total Forty Eight (48) ZRP/CRPs are working in SSA as ZRP/CRP as per the order no CEO/Rsi/SSA/2012-13/7681-87 dated 21/08/2012 of CEO Reasi.
  •  3.     In Kupwara district, 7 out of 10 in zone Villagam, 6 out of 10 in Zone Tregam, 8 out of 10 in Zone Rajwara and 8 out of 8 in Zone Chamkote are RRTs and are working as ZRP/CRP in SSA.
  •  4.     In Anantnag district there are 52 RRTs and 22 Repeaters who are working in SSA as DRG/ZRP/CRP.
  •  §  The slogan of SSA “All Learn – All Grow” is somewhere deeply frozen nearby the  chilly glaciers of Leh.
  • 1.     In Leh district, 19 teachers out of which 6 are 3Rd teachers, 8 are RRT  ReTs 4 are RRTs who are deployed or attached to some other posts and are not working on their actual place of posting.  Out of these 19 ReT/RRT/3Rd teachers only 4 teachers are deployed on need basis while 15 teachers are deployed because of the closure of the school.
  •   2.     A 3Rd teacher is appointed in a school where need arises due to  the enrolment if  increased then how he can be deployed or attached to some other institution on need basis.
  •   3.     When we checked the record of these schools, we came to know that the Primary School UMLA which is established in 1975 has an enrolment of 2 to 5 students from the year 2008 to 2011-12 with two teachers. Similarly the primary school FOTOLALOK which is established in 1981 has the enrolment of 5 to 10 students only with three teachers. The data of these two schools has been obtained from the DISE. Out of these two schools PS UMLA is now closed and the teachers working in this PS have been deployed/attached/transferred to PS FOTOLALOK having an enrolment of 5 - 10 students.

JAMMU: When it comes to flouting the set norms and rules, the Education Department in Jammu and Kashmir has done sufficient to prove it. But it is unfortunate that for the people in same profession different yardsticks have been adopted to give favor to influential and blue eyed while those dedicated and honest in their profession have to suffer for everything.
