PART-4: CORRUPTION, FAVOURITISM RULE EDUCATION DEPARTMENT IN J&K

• ^{_{CEO Budgam has replied that none of its official is either on attachment/deployed  or transferred from his district. But as per the documents lying with us, a teacher namely Gurmeet Kour from district Budgam (GHSS Narbal) has been transferred to the GHSS Nowabad of District Jammu.}}

JAMMU: Continuing our detailed disclosure about the violation of norms, attachments, favoritism and corruption in Education Department, we are making some startling disclosure in this story about different districts of Kashmir. Before we conclude the stories about Kashmir Division, here in this story we are disclosing how attachments have been done in KUPWARA, PULWAMA, BARAMULLA, BUDGAM, SHOPIAN, KULGAM and SRINAGAR districts of Kashmir Division.

All the data, facts and figures we are presenting before you was also submitted to the Administrative Department (Education) which has also decided to take initiatives to cancel the illegal attachments, deployments of the officers/officials and also has directed the director school education, Kashmir, to cancel all the attachments in response to which a formal order vide order No 178 DSEK of 2013 dated 23/01/2013 was issued which reads as “Pursuant to instructions conveyed by the Administrative Department vide letter no EDU-I/36/2013 dated 23/001/2013, sanction is hereby accorded to the detachment of all officers/officials with immediate effect whose attachment order have been issued by this directorate or by the Chief Education officers/Zonal Education officers”.

Though we were have plenty of inside reports about the mess in Education Department which our sources had informed us time to time but to authenticate our reports an RTI was filed on 22/12/2012 to the Directorate of School Education, Kashmir, thus the data was collected with the help of RTI Act to maintain accuracy and authenticity.

Director Kashmir while disposing of the application provided the pending information vide their letter number DSEK/OSD/IMW/RTI/F-289/11122-23 dated 01/01/2013 with a copy of the information submitted to the Under Secretary to Government School of Education Department in response to the letter reference number EDU/NC/SE/449-iv/2012 Dated 10/10/2012.

So concluding our stories for Kashmir division here regarding the attachments, deployments and transfers we are finally taking the pending district namely KUPWARA,PULWAMA, BARAMULLA, BUDGAM, SHOPIAN, KULGAM, SRINAGAR of Kashmir Division in this story.

DISTRICT KUPWARA:  As per the information provided by the Chief Education Officer, Kupwara vide their letter No: CEO/K/21252 Dated 29/12/12 and vide No:  2811 - 15 dated 26/12/2012, there are 38 officials who are attached/transferred from their actual place of postings. These 38 officials include 10 General Line teachers and 28 ReT/RReTs.

Most of the transfers are done by citing the reason of Security and Health Grounds and are transferred not only within the zone or within the district but also outside the district.

DISTRICT PULWAMA: As per the information provided by the Chief Education Officer, PULWAMA , vide their letter Number CEO/Pul/RTI/12/3332 dated 2-11-2012, CEO has replied that he is not authorize to transfer a RRT from his place of posting and there is only one RReT teacher namely Mymona Wali who’s  initial place of posting was GPS Khydoor Achagaz-a-Keller and is transferred from Pulwama District to District Anantnag  by the Director School Education, Srinagar Kashmir on 06/03/2012.

DISTRICT BARAMULLA:  District Baramulla of Kashmir division tops in deploying/attaching or transferring the officials in the Kashmir Division. There are more than 120 of ReT/RReTs, General Line teachers and even contractual teachers who are deployed from their actual place of postings. As per the information received, except one ReT/RRT teacher namely Jahan Ara who is deployed/transferred to district Kupwara, all other attachments and deployments are made within the district. In district Baramulla, maximum Numbers of attachments are done in zone Kunzar while the information from the lower belts like Uri and others was still awaited.

If sources are to be believed the rate of attachments and deployments in the lower belt is more than any other part of the district. Even in those belts RReTs and repeaters are still engaged in SSA inspite of the clear cut directions to not to avail the services of the repeaters.

DISTRICT KULGAM, SHOPIAN & BUDGAM: As per the reply from the CEO Kulgam vide their letter No: CEO/K/12/10724/2012 dated 28/12/2012, CEO has submitted that No ReT/RReT is attached or deployed and even transferred from the District Kulgam till date as there is a policy at present under which no RRT or ReT can be transferred from his actual place of posting. Same is the case with district Shopian of Kashmir Disvision which has submitted a NIL list of teachers stating that none of the official of education department is either on attachment/deployment of transferred from their actual place of posting.

Following the footsteps of District Kulgam and Shopian, CEO Budgam has also replied that none of its official is either on attachment/deployed  or transferred from his district.
