COVID test result on SMS: DC Jammu launches Passenger Registration System, SMS Services to facilitate travellers

JAMMU: In order to keep systematic record of all passengers arriving at Jammu railway station and to inform these passengers about results of COVID-19 tests, that each passenger undergoes, Deputy Commissioner Jammu, Sushma Chauhan has formally launched IT enabled solutions along with mobile applications that are downloaded on handheld gadgets and mobile phones enabling officials manning entire process to do their job at ease and with precision, along with SMS based service for intimation of test results.

Giving details of the IT enabled services, DC said that a Control Room has been established at Railway Station Jammu which monitors the data being captured through mobile app on real time basis at the Railway Platform itself. Similarly, to facilitate people about their COVID-19 test results, SMS are sent to individuals on their mobile phones thereby streamlining the response mechanism.

She further informed that the system has proved to be very beneficial for informing the results to passengers as soon as they are provided to the district administration, by the health department and the test results are now being shared with the concerned persons on a near real-time basis. More than 75000 SMS have been pushed to individuals as on date through a customized software application as on date, she said.

The application “Passengers Registration Management System (PRMS)” and SMS services that are being put to use have been indigenously developed by NIC District Centre Jammu headed by Sanjay Gupta Technical Director & DIO Jammu. This system is a part of e-governance initiative and is supported by an android application. Tagging vehicles against each train passenger is another facility which has been provided in the PRMS as well as mobile app. After complete vehicle tagging, a detailed manifest of all passengers travelling in a bus can be generated, thus enabling smooth transportation of passengers arriving at Jammu Railway Station & bound for districts other than Jammu also.

PRMS works on a model of pre-existing data of all passengers travelling in the train, provided by IRCTC after preparation of charts by Railway authorities. This data is then searched by Mobile Application and updated into a central server and real time data and statistics can be monitored by authorities in the control room. Data of more than 16200 passengers has been captured through TPRMS and Mobile App so far.

Similarly, COVID-19 sample results are all fed into a single database from where it can be searched conveniently using proper login credentials. SMS facilities have been also integrated in the PRMS application through which SMS can be pushed to the concerned individual informing them about their sample results with minimum delay. Since the data is sensitive and is intending at maintaining privacy of individuals this application and the data as restricted access.

DC lauded the efforts of DIO NIC Jammu for designing, developing and implementing IT enabled solutions in the shortest possible time span and ensuring data precision to the core.

Govt approves Media Policy-2020 for effective communication & public outreach

  • Welfare Measures for media persons, Media Awards, AV Media Policy- key highlights of policy

JAMMU: The Government has approved a Media Policy-2020 for creating a sustained narrative on the functioning of the Government in media. With the approval of the Media policy, Government will be in a better position to carry the message of welfare, development and progress to the people in an effective manner, besides enabling the Department of Information & Public Relations J&K to keep pace with the demands of the media and reposition itself as a professional organization.

The key highlight of the Policy is that it lays down a solid foundation to use all forms of media to build public trust, pay attention to grievances of people projected by the media and strengthen the relationship between the various stakeholders.

For the first time, the Media Policy lays down the guidelines for empanelment of Audio-Visual and electronic media such as FM, radio, Satellite and cable TV channels so as to streamline their interface with DIPR. It addresses the ambiguities in the earlier Advertisement policy and ensures that different kinds of media are given due consideration to keep pace with the changing demands of present times.

Addressing the issue of overall growth and development of media through capacity building and creating a citizen centric eco-system in J&K, the new Media Policy includes institution of Media awards to be given each year to two outstanding media or communication professionals.

It also includes establishment of Media academy/Institute/Chair in reputed national institutes in J&K e.g. IIMC, IIM etc to promote highest standard of journalism and coordinating study and research in the field of journalism. DIPR will come out with a detailed proposal and guidelines in this regard. The Policy also emphasizes on organizing field tours for media personnel to enable them to get first hand information about various development activities on ground.

The Media Policy aims to put in place a Standard Operating Procedure for reaching out to the public in situations of crisis like health issues and natural disasters. It seeks to strengthen inter-departmental coordination to project a cohesive picture of the efforts of the Government. All Departments would be asked to nominate a Nodal Officer well versed with the functions of the Department to liaise with DIPR. It has laid thrust on professional communication, capacity building and training and development of professionalism in the Department. It underlines the use of media as a feedback mechanism by setting up a robust grievance monitoring and response mechanism in DIPR. To ensure healthy interaction with public on Online and Social media platform, the Policy lays down setting up a Social Media Cell in the Department.

Director Information and Public Relations has been designated as chairperson of the Empanelment Committee and Administrative head of Information Department will chair the Review Committee constituted under the Policy. This graded mechanism would ensure that the issues of the media are resolved in a time bound manner and the entire process has been made time bound and transparent.

Finally the Policy attempts to thwart misinformation, fake news and tries to develop a mechanism that will raise alarm against any attempt to use media to vitiate public peace, sovereignty and integrity of the country.

Decision to open schools too early, measures too little: Raman Suri

JAMMU: Bharatiya Janata Party (BJP) J&K Executive Member Raman Suri today said that the decision of the Government to open schools in Union Territory of Jammu and Kashmir is too early and the measures being adopted are too little. He urged the Government to review its decision in this context and ensure complete safety of students and teachers before allowing them into schools.

Raman Suri said that usage of sanitisers alone cannot help unless safe distance is maintained at the time of entering schools as well as inside the premises including classrooms, playground and staff room. There are several schools which do not have much number of classrooms besides adequate size of classrooms, where children can be made to sit at a distance from each
other.

He said that otherwise also, this is the time when most of the schools observe summer holidays. Now, when teachers had been taking online classes which, as per the Government, are going on absolutely right, there is no need of reopening schools at this stage when it is time for summer vacations. Since the syllabus of students is being covered perfectly and there is no hue and cry,

The government should reconsider its decision and should not make haste, as this will put the lives of lakhs of children at risk. There are several Government offices that are not maintaining hygiene and social distancing, many are having full attendance and even those, which are not essential services, are operating
with full strength. This is really alarming, especially when an advisor to  lieutenant Governor,

Commissioner Secretary rank officials and Mayor have gone into quarantine. Raman Suri urged the Lieutenant Governor G C Murmu to personally take a call on this foreseen trouble in coming days.

Raman Suri said, since day one of the coronavirus crisis, the J&K Government is doing an applaudable job and handling everything perfectly. It is because of the Government's tireless and persistent efforts that J&K is successfully beating this virus. He said, continuing with its efficiency, the Government must focus on online education or e-learning for school, college as
well as university goers rather than reopening these institutions. Just as schools functioned from 8 am-2 pm, and had around 40 minutes periods with proper time tables, similarly online classes should be organised during school hours, which should follow proper time tables and timings. At this hour, several other states have either announced summer holidays or kept school openings on hold.

There is a panic amongst parents as well as children due to schools' reopening decision. There are many governments as well as private schools that do not have enough infrastructure to ensure proper safety of the children and teachers in the current COVID-19 crisis. Even to reach school and to go back to home, children and teachers will have to travel through various means of transport
like school buses, vans, private vehicles, etc. which is quite risky, keeping in view the nature of coronavirus.

Also, in old Jammu city, there are schools functioning from vertical and densely populated buildings, which are not even ventilated. Raman Suri urged the Government not to rush through things and do first things first.
