Commissioner Secretary releasesAnnual Administration Report, Digest of Forest Statistics

SRINAGAR: Commissioner  Secretary,  Forest,  Environment  and  Ecology, Sarita Chauhan, today released  the  Annual  Administration  Report  2018-19  and  Digest  of  Forest  Statistics 2017-19.

Principal Chief  Conservator  of  Forests, Dr. Mohit  Gera,  Chief Wild Life Warden, Suresh Kumar Gupta, Managing  Director  J&K  Forest  Development  Corporation, Vasu Yadav,  CCF  Kashmir,   Farooq Ahmad  Geelani  CF  Central/Working Plan Circle, Irfan  Ali  Shah,  DFO  Statistics,   Mohammad  Yaseen  and  other concerned officers and officials were present on the occasion.

Commissioner Secretary appreciated    efforts  of the department  in  compiling  voluminous  data  and  information  at  one  place which is an important  indicator  to  gauge  the  outcome  of  various  initiatives  taken up  to  protect and preserve the  forests  of  J&K besides providing solution   to   challenges  faced  by the  department.

She added  that  availability  of  detailed  and  reliable  information    is  a  pre-requisite  for  policy making   and  to  mitigate  the  challenges  like  climate  change, human wild life conflict, livelihoods and meeting the bonafide demands of people.  She  said these  publications  of the department  will  go  a  long way  in facilitating    the  department  to serve the people in a better way.

PCCF, while  highlighting  the  significance  of  these  publications,  said  that  the first  requirement  for  development  planning  is  availability  of practically accurate and authentic data. He added that these publications can further be broadened to include the contribution of forests in meeting SDGs and Gross Domestic Product of the UT of Jammu & Kashmir.



M Raju reviews development projects in Anantnag


ANANTNAG: Secretary Planning,  Development & Monitoring Department,  M Raju, today reviewed progress on various development projects being executed in the district under PDD, PHE, Flood, RDD  Health, Education, Agriculture and  allied sectors   during an officers meeting held here today.


District Development Commissioner, K.K Sidha, through a Power Point Presentation gave detailed information about the physical and financial achievements registered under various centrally sponsored schemes in the district.

The concerned officers briefly presented the progress achieved in their respective sectors besides apprising the Secretary about their issues and demands like release of funds, land acquisition, construction of DC office complex, augmentation of grid stations, construction of two MCHs one each at Doru and Shangus, completion of Rehmati- Alam Hospital, construction of Youth Hostel, LN2 plant for Animal Husbandry etc.    

SE PDD informed that 9 towns have been electrified under PMPD Urban out of sanctioned 12 towns and work is in progress on 3 remaining towns which is expected to be completed by September 2020.

 SE Hydraulic informed the meeting that there are 9 regular schemes, 39 under NRDWP, 15 under NABARD with 72 per cent completion while out of 30 minor irrigation schemes 13 stands completed pertaining to flood threats.

Executive Engineer FCD informed that the department has identified 29 vulnerable spots and is all set to meet any flood threat. Under FMP, out of 22 works taken up 17 stands completed while one scheme for Jhelum stands completed and protection works of Lidder Nallah with a project cost of Rs. 3.99 core under NABARD are under execution.

Secretary Planning   stressed upon the officers to work in unison with the district administration to complete all the pending as well as ongoing development works within stipulated time. He said that government is keen towards assessing and resolving the basic issues and concerns of the public. He added that government has introduced several techonological interventions, Geo tagging to bring added transparency and accountability in the working of all departments.

The meeting was attended by ADC, CMO SEs, Executive Engineers PDD, R&B and Hydraulic, GM JKPCC, JD Planning and other officers of concerned departments.

Later, Secretary along with DDC and other officers visited Rehmati- Alam hospital and inspected development works being executed there.


Parliamentarian Group lauds the efforts of J&K Pollution Control Board

SRINAGAR: Parliamentarian Group for Climate Action (PGCA) has lauded the efforts and initiative taken by J&K Pollution Control Board towards improving the Air Quality of Non-attainment cities of Jammu and Srinagar.

In a communication sent to the Chief Secretary of J&K, Member of Parliament (Rajya Sabha) Dr. Vikas Mahatme who is a Padam Shri Awardee and an Ophthalmologist, Social entrepreneur & visionary, congratulated the UT of Jammu and Kashmir in general and JK PCB in particular for mandating the use of Retrofitting Emission Control Devices for DG Sets above 125 KVA for commercial Diesel driven vehicles of 1500 CC rating as per BS-IV standard and make below.

Dr. Mahatme informed the Chief Secretary that he had convened the Parliamentarian Group for Climate Action (PGCA), which had held National Clean Air program inauguration event on 17-03-2020 with Sh. Prakash Javadekar, Minister for Environment and Forest Climate change, Information and Broadcasting and Heavy Industries and Public Enterprises as the Chief Guest.

The Parliamentarian Group for Climate Action appreciated the proactive and inspiring steps taken by the JK PCB towards improving their quality by ordering installation of Retrofitting Emission Devices in DG Sets above 125KVA and issuing directions to the Transport Department to install Retrofitting Emission Control Devices having a minimum 70% Particulate controlling efficiency for all Diesel driven vehicles with engine of 1500CC manufactured as per Bharat Stage-IV standard and below.

He further informed the Chief Secretary that following J&K's example, many other states have also mandated the use of Retrofitting Emission Control Technology for DG sets including Maharashtra, Tamil Nadu and Haryana .The Parliamentarian Group for Climate Action plans to highlight the efforts of JK PCB to improve the Air Quality as per National Clean Air Program (NCAP) during the monsoon session of Parliament.

Chairman JK PCB, Suresh Chugh expressed gratitude for recognition of the efforts of the PCB including Transport Department by the Parliamentarian Group for Climate Action and also appealed to all the stake holders to implement the orders of PCB regarding Retrofitting PCDs in DG Sets and Diesel driven commercial vehicles in order to reduce the carbon footprint of the emissions and to improve Air Quality of the state which shall go a long way in maintaining the clean atmosphere and health of people of Jammu and Kashmir.



COVID-19: Govt evacuates 2,05,603 stranded JK residents; 1,40,184 via Lakhanpur, 65,419 through special trains

JAMMU: The Jammu and Kashmir Government has evacuated about 2,05,603 JK residents, stranded in other parts of the country due to COVID lockdown, via Lakhanpur  and through special trains and buses till date amid strict observance of all necessary guidelines and Standard Operating Procedures.


As per the official data received in this regard, the Jammu and Kashmir administration has received 79 special trains at Jammu and Udhampur railway stations from different states and UTs, so far, with about 65,419 passengers while about 1,40,184 persons from other states and UTs including 823 from abroad have been evacuated by the government through Lakhanpur till date.

As per the detailed breakup of the figures, about 2311 stranded passengers including 2 passengers from Ukraine and 27 from Pakistan have entered through Lakhanpur from July 9 to July 10 mornings while 971 passengers have reached today in the 58th Delhi COVID special train at Jammu. So far, 58 trains have reached Jammu with a total of 49,723 stranded passengers belonging to different districts while 15,696 passengers have reached Udhampur in 21 special trains, so far.



COVID-19: JK Govt brings back 2924 passengers from various countries to the Union Territory

JAMMU: The Jammu and Kashmir government has facilitated repatriation of 2924 passengers from various countries to the Union Territory through special evacuation flights in the wake of COVID-19 pandemic till date.


Since May 8, 2020, a total of 2924 passengers reached Srinagar through flights and by road from Lakhanpur.

Through special evacuation flights 672 passengers arrived from Dhaka in the month of May; 705 from Dubai during the months of May, June and July; 148 from Riyadh and 129 from Dammam in May; 172 from Doha in the months of May and June;   157 from Muscat during the month of June; 290 from Jeddah during the months of June and July; 335 from Kyrgystan during June and July; 171 have arrived from Sharjah in the month of June.

145 people who arrived from Kuwait at Delhi (40 passengers) and Amritsar (105 passengers) in the month of June were facilitated by the JKSRTC by providing them free buses from Delhi and Amritsar respectively to Srinagar.

Additionally, about 355 residents of Jammu and Kashmir who arrived from Pakistan through Wagah border were also extended free JKSRTC buses service up to Srinagar.

Pertinent to mention that the Ministry of External Affairs on the request of Jammu and Kashmir Government   has extended all possible assistance in facilitating early return of JK residents stranded abroad.

The passage of stranded Jammu and Kashmir residents from various parts of the country, in the wake of lockdown due to spread of global pandemic of corona virus, is high on the agenda of the administration and so far a large number of stranded people have been ferried by various modes of transport including railways into the UT.



Div Com chairs 251st HLC meeting of CRP Srinagar

SRINAGAR: The Divisional Commissioner Kashmir, Pandurang K Pole today chaired 251st High Level Committee meeting of Circular Road Project Srinagar to review the progress of acquisition cases pertaining to the project.


The meeting deliberated upon acquisition, compensation and rehabilitation of the people whose residential or commercial structures have been acquired by the government to remove bottlenecks on the project.

The meeting also discussed various cases including removal of bottleneck at Naqashpora junction on western Foreshore Road, expansion of Peer Dastiger Sahib Shrine at Khyanyar, removal of bottleneck at Shah Mohalla Nawabazar on Syed Mansoor Nawab Bazaar Road, Zewan Junction to Sempora Road widening and other issues of building Community Halls and compensation to structure owners and tenants.

On the occasion, Divisional Commissioner directed SE, Circular Road Project Srinagar, to resolve the issues through negotiations with the parties.

He further ordered him to implement land acquisition law wherever necessary to remove bottlenecks on the Circular Road.

Meanwhile, Pole also interacted with the involved parties in the cases and asked them about their position and opinions regarding their respective issues.

The meeting was attended by DC Srinagar, Dr Shahid Choudhary, ADC Srinagar, SE Circular Road Project, Srinagar, and Engineers of the project besides officers of revenue department, Srinagar.



Coordinator NEET calls on Div Com

SRINAGAR: The Coordinator National Eligibility Cum Entrance Test (NEET), Srinagar today called on Divisional Commissioner Kashmir, PK Pole regarding the availability of the examination centers for the conduct of NEET 2020.


On the occasion, Div Com was informed that 25000 aspirants are appearing in the examination from Kashmir division this year, among these examination centre for 20000 candidates has been made available from various colleges and Govt. schools however the accommodation of 5000 candidates is still pending.

The coordinator sought the intervention of Div Com for making the space of private school institutions available, so that hundred percent students are accommodated to appear in NEET 2020.

The Div Com directed ADC Srinagar to make the arrangement of required space of examination centers from private school institutions and further ordered him to form committees headed by Tehsildars assisted by ZEOs to review the facilities including potable drinking water, cleanliness in the examination centres and conduct fumigation of centers ahead of examination. Among others the meeting was attended by Director Colleges and ADC Srinagar.



DDC Kupwara reviews pace & progress of developmental projects

KUPWARA: District Development Commissioner (DDC) Kupwara, Anshul Garg today convened a meeting of concerned engineers to review the pace and progress of various ongoing development projects in the district.


It was informed in the meeting that as many as 11 projects are nearing completion at an estimated cost of Rs. 66.3 crore.

The DDC reviewed project wise status of works and it was informed that the IPD block at Sub District Hospital, Kupwara and Academic Block, Women's Degree College, Salkote is near to completion besides Upgradation of Darzipora-Salkote road and construction of Boys S.T. Hostel at Degree College Handwara are also at the final stage of execution.

It was further informed that the Video Wall in District Administrative Complex, is near to completion and other projects including Government Degree College Tangdar, 33KVA Receiving Station at Teetwal, KGB at Budrahar Rajwar, Night Shelter and Girls Hostel for Gujjar and Bakerwal students at Zangli Kupwara besides 100 bedded Girls Hostel at Zachaldara are also at the final stage of execution.

The DDC stressed upon the concerned executing agencies to speed up the construction works and ensure that all 11 projects are completed this month and handed over to the concerned departments for commissioning.

The DDC also took stock of the progress of 3 new developmental projects costing Rs.127.53 crore, the works of which are expected to start soon.

These 3 projects include construction of 12 MW Power Project at Karnah, construction of Indoor Sports Complex and Approach Bridge at Galizoo and construction of Parallel byepass road to Lolab valley.

The DDC said that by commissioning of these projects, Kupwara district will see the new era of development.

Additional Deputy Commissioner (ADC), Nazir Ahmad Lone, Joint Director Planning, Abdul Majeed, DGM, JKPCC; DGM Housing Board; Executive Engineers R&B Division Kupwara and Handwara, representatives from Education, SAMAGRA, JKPDC and other concerned attended the meeting.



DDC Shopian inaugurates Kissan Mela at Keller

SHOPIAN: District Development Commissioner Shopian, Chowdhary Mohammad Yaseen today inaugurated Kisan Mela under National Mission on Agriculture Extension and Technology (NMAET) at Keller Shopian.


The Mela was organised by the Department of Agriculture in collaboration with other allied Departments.

Speaking on the occasion, DDC said that the Kisan Mela has been organised with an aim to cover cent percent population of farmer community under various centrally sponsored schemes like PM Kisan, KCC and other welfare oriented schemes for their economic upliftment.

On the occasion, 44 Kisan Credit Cards were distributed by the DDC among the beneficiaries, adding he said that people have suffered of damages caused to their crops and this programme was held so that the people of Keller can avail the benefits of various schemes.

He said besides availing benefits under KCC and other schemes, the Kissan Mela will provide an opportunity for farmers to get latest technical knowhow of latest agricultural equipments and techniques to increase their income.

He exhorted upon the people for maintaining social distancing and adopting SOP's especially stressed on use of masks to avoid the spread of COVID-19 Virus.

On the occasion, all the departments gave demonstration of their schemes and activities besides they also created awareness among farmers about the benefits of KCC and other schemes.

Among others Additional Deputy Commissioner Shopian, Joint Director Agriculture, Lead District Manager, J&K Bank and other concerned besides a large number of beneficiaries participated in the day long programme.



DC B'la reviews upgradation of PHC Singhpora into H&W Centre

Reviews feasibility to establish press club, relocation of district library

BARAMULLA: In a significant move to provide better health care facilities especially during the current COVID-19 pandemic, Deputy Commissioner Baramulla, Dr G N Itoo today inspected upgradation work of the Primary Health Centre (PHC) Singhpora Kalan into Health and Wellness Centre.


On the occasion, DC took a detailed appraisal of pace and progress of the work and it was informed that work on the said PHC is in its final phase and shall be made functional shortly.

The DC directed the concerned agencies to speed up the pace of work and said that a better and qualitative health care system especially in present circumstances has been the administration's priority.

Dr Itoo also inspected several play fields of the district and interacted with the youth, he directed District Youth Services and Sports officer to provide sports kits to the youth adding that various initiatives are being taken to develop sports infrastructure in the district.

Moreover, the DC took review of the feasibility of establishing a Press Club in the district, which has remained the persistent demand of media persons of the district.

 Later, the DC also inspected the Public Library and discussed various modalities for its relocation as per the demands of the people from different quarters for larger public interest.

He urged upon the people to follow all the SOPs and guidelines and stressed upon the senior citizens to stay indoors as they are more vulnerable to the infection.

The DC during the visit was accompanied by various concerned officers including President MCB.



95 kanals of Kahcharai land retrieved in Shopian

SHOPIAN: During an anti encroachment drive in village Awend and Khurampoora of district Shopian, a team of revenue officials headed by Tehsildar retrieved 95 kanals of Kahcharia land from encroachers.


The Deputy Commissioner Shopian, Choudhary Mohammad Yasin appreciated the efforts of the team and warned people to refrain from such mischievous acts, which would harm the public good.

He said that the strict possible action would be initiated against the encroachers and legal action warranted under rules would follow.

The DC said that the people should safeguard the public property rather than harming it and help Administration to safeguard the same.



SWD Budgam unfurls initiative for transgender community

Monthly Monetary assistance under ISSS guaranteed

BUDGAM: On World Transgender day, Director social welfare department gets this community included in under weaker section, underprivileged class to pave way for them to receive monetary relief of Rs. 1000 per month.


Likewise in other parts of the country, world transgender day was also observed in district Budgam and in this connection, department of social welfare organized a mini interaction session in which transgenders from across the district were invited to participate.

The interaction session emerged as unique initiative wherein people from this community were invited to raise issues they are facing in their day to day lives.

Aijaz Ahmad from Budgam, representing transgender community while highlighting some of the issues the community faces said that they always have to go through challenges in all walks of life, be it socio economic upliftment, category based share in government gobs or in private sector.

He said their voice and struggle in seeking due right never bore fruits despite them approaching to different corners and authorities, respective government institutions and other public sector ventures, they were always deprived of rights.

District Social Welfare Officer Budgam, Dr. Farhana Asgar said that it was observed that these transgender are mostly illiterate, jobless or have no work to do to earn for their livelihood, neither they have been included in any welfare schemes as is being provided to other economically and socially under privileged categories.

The DSWO apprised the Director Social welfare Kashmir about the circumstances in which these transgenders are managing their day to day survival and this category was thereafter included in 'under weaker section', 'underprivileged class' thus paving way for them to receive monthly monetary relief.

She said, Budgam is the first district in the UT in implementing this scheme instantly, adding that they made lot of efforts in identifying and reaching to out to them individually so that none of this community shall be left without getting registered under this scheme.

The monthly relief apart from enabling them to survive could also help them in extracting other options of survival and can even get education, skill trainings in different crafts and professions to live with dignity.



Power shutdown

SRINAGAR: According to the Power Controller, Kashmir Province in order to carry out necessary branch cutting and other minor repair work and also to facilitate GMC authorities to carry out cutting of poplar trees shutdown of 33 kV lines of STD II shall be undertaken.


During the shutdown, power supply to 33kV/11 kV Bemina–Exhibition line, F2, F3, F4, & F5 of receiving station Bemina Ist fed from Receiving Station Moominabad Court Complex shall remain affected on July 12 between 9 am to 5 pm.

Similarly power supply to F2, F3, F4 and F5 receiving station Bemina Ist fed from Receiving Station Moominabad Court Complex shall remain affected on July 14 between 9 am to 12 noon.

In a separate order it was informed that in order to carry out the augmentation of receiving station Bemina II under IPDS, power supply to 33kV Receiving Station Bemina II shall remain affected on July 11 between 10 am to 4 pm.
